About PROGRAM ANALYST

  Summary You will serve as a PROGRAM ANALYST in the Environmental Business Line (EVBL) of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. Responsibilities You will recommend adjustments such as redistribution of funding within budget accounts in response to changes in programs, staffing levels, and/or funds availability. You will process requirements and monitor work and programs using corporate IT systems, including, CFMS, FIS, COGNOS, Milsuite, EPR Web, ie FACMAN, Maximo, and DTS. You will conduct need assessments and validations of EV functions to formulate organizational budgets for multiple fund sources. You will assist in the financial planning for Program Objective Memorandum (POM), Budget, Allocation (BA) Plan, Operations Assessment (OA) and customer requirements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing various financial management systems such as CFMS, SABRS, EPRWeb, SMARTs, eProjects (ie FACMAN), MAXIMO and eContracts; 2) Analyzing, reviewing, and preparing financial reports and make recommendations to management; 3) Processing, requesting and tracking funding documents and execution of funds for various fund type/sources; and 4) Preparing detailed spreadsheets and databases for fiscal planning/execution tracking using Microsoft Access and Excel. Education Additional Information This position will primarily support the delivery of reimbursable Environmental products and services for Environmental Compliance, Planning, Conservation, and Range Sustainment. As a program analyst in the Pacific Echelon III command, knowledge of environmental products, delivery and planning and integration of project data with financial data is needed. Familiarization with environmental project types and contracting vehicles is preferred. This position is covered by the Department of Defense Priority Placement Program. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire.
