The NCDOT is seeking a Technical Specialist analyst/designer/developer for a 12-month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a mission-critical application for the department called HiCAMS.

The Technical Specialist is a senior-level resource with specialized knowledge and experience in a specific technology. The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program. Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty. Identifies improvements to project standards to achieve high quality services/ products. Able to identify best practices and standards for the use of the product. Delivers support and design for industry specific applications that require integration with statewide systems or applications. Interacts with executive level business users or technical experts. May function as a niche technical SME. Advanced experience in the required technical subject matter. Proven experience with a technical specialty across large and complex implementations and systems.

Job Description:

The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist contractor analyst/designer/developer (10 years experience) for a 12-month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a mission-critical application for the department called HiCAMS.

HiCAMS is a custom, client-server, PowerBuilder application used to track work, materials and payments on North Carolina Division of Highways Construction projects. We also have many Java, C+ and asp.net C# interfaces with various internal and external systems that need to be maintained and enhanced. Additionally, there is a list of new interfaces and web applications tied to HiCAMS that our clients want to have developed in the coming years.

The initial assignments will be to analyze design code test data windows to replace approximately 200 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool. Additional work will involve analyzing designing coding testing bug fixes and other functional enhancements to the system and its interfaces.

This individual should have practical experience with standard development life cycle, including requirements gathering, analysis, design, development, unit system testing, quality assurance testing as well as experience with business process transformation. Experience designing and implementing SharePoint and web-based solutions are also valuable skills we’re seeking.

Required Skills:

Experience as a PowerBuilder developer using PB10 or more recent versions. 10 Years

Strong SQL skills (HiCAMS uses a Sybase database but SQL skills in any database platform are acceptable) 10 Years

Strong Microsoft Suite experience, particularly Excel 10 Years

Experience working in a remote software development environment 5 Years

Strong analytical, conceptual, and technical skills 10 Years

Positive interpersonal skills coupled with an independent, self-motivated work ethic 10 Years

Ability to work with a custom base-class 10 Years

Proven written and verbal communication skills, including the ability to explain business processes to IT users and IT applications to business user 10 Years

One or more of the following:

Development experience in C# 3 Years

Development experience in Java 3 Years

Development experience in C+ 3 Years

Experience coding stored procedures and triggers (any database)3 Years

Experience developing .net applications and API’s in a Visual Studio environment 3 Years

Data conversion experience3Years.
