Preferred experience:
Two to three years experience interpreting proposed legislation.
Two to three years calculating complex cost analysis.
Proficient in Microsoft Word and Excel.
Strong communication skills.
Examples of Job Duties:
Preparing the AMPAR report which consists of obtaining data from department heads, combining all of the information submitted, and putting the document into proper format (e.g. correcting fonts and grammatical errors).
Processing and generating fiscal notes.
Calculating election cost estimates.
Communicating documents generated with department heads and other local governing authority officials.

Qualifications
MINIMUM QUALIFICATIONS:
Either of the following will qualify:
A master's degree plus three years of professional level experience in policy planning.
A baccalaureate degree plus four years of professional level experience in policy planning.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree.
Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Examples of Work
Performs major administrative functions for agency.
Formulates internal policy and procedures.
Designs work programs to obtain and carry out federal grants, to meet requirements of agency's enabling legislation, and to respond to directives from the governor and legislature.
Coordinates agency internal activities to ensure response to section needs and maximum utilization of agency resources; provides administrative direction to all agency sections.
Reviews and approves agency reports, technical plans, and publications.
Presents expert testimony, agency reports, and recommendations to the Executive Director, state officials, the governor and the Legislature.
Represents agency on or before state and national commissions, task forces, and organizations.
Makes presentations on behalf of the agency at public meetings, legislative committee meetings, special commission meetings, and association meetings.
Determines needs, goals, and plans for division; sets standards for research and planning.
Works with program managers to prepare and monitor division budget.
Monitors division work loads.
Delegates specific programs or program functions to subordinates and holds them accountable for timely and accurate completion and attainment of projects, plans, programs, and goals.
Oversees training of all policy planning personnel.
Maintains awareness of current issues, events, and professional planning and management techniques.
Works with university graduate program administrators to place graduate student interns in agency for practicum project periods.
