  Our Location

  Energy Trust provides for a range of work location options, including remote, hybrid and in-office work. This position will represent Energy Trust in public settings and potentially at community events. We are open to candidates who live throughout Oregon and Washington. The Planning Manager would be expected to report to the office on a quarterly basis, at minimum.

  What We’re Looking For:

  This position leads the Planning team responsible for providing technical analysis and insight in support of long term planning, providing and reviewing data and analysis for organization performance reporting, and incorporating evaluation findings and programmatic/engineering lessons learned into forecasts and reports of efficiency program savings and renewable generation. Assumes lead responsibility for Energy Trust program portfolio action planning, cost and savings forecasting, review of emerging technologies, and planning for pilot programs. The forecasts, plans and reports developed under this manager’s supervision determine Energy Trust budgets and business plans, which are the crux of Energy Trust’s levels of funding, budgets and goals.

  What You’ll Do:

  Lead Energy Trust processes and policies for resource forecasting and efficiency cost-effectiveness.

  Develop Energy Trust strategies for efficiency and renewable resources. These involve balancing and setting direction for program funding and strategies for innovative delivery, incorporation of new technologies and efficient practices, and enhanced program management.

  Provide leadership and direction to the Planning team. Managerial responsibilities include recruiting, work planning, completing annual performance reviews, and providing coaching, feedback and training to develop staff.

  Manage contractor pool for planning and ensure that all staff follow proper contracting procedures.

  Explore and participate in development of initial business plans and proposals for potential new Energy Trust services, funding sources, service territories, and ventures. Support the specification and negotiation of roles of current or new planning functions in such ventures..

  Lead and carry out development of economic models for efficiency and renewable energy resource supply and cost estimates for use in program planning and in utility resource planning, which determines Energy Trust long-term goals and funding.

  Provide supporting information for funding negotiations.

  Participate in utility and regulatory negotiations based on above analyses.

  Supervise program cost-effectiveness analysis.

  Develop cost/benefit analysis for programs.

  Develop market transformation models can be used to determine whether market changes can be credited to Energy Trust influence.

  Lead the development of savings and economic impact estimates for annual, biennial, and quarterly reports and annual true-up reports to incorporate evaluation and other research findings in reported savings.

  Manage contractor Northwest Energy Efficiency Alliance (NEEA) to translate savings forecasts and reports into appropriate terms Energy Trust use, given our service territory and interaction between Energy Trust and NEEA programs.

  Manage provision of frequent ad hoc reporting and analysis for ETO upper management and external stakeholders such as IOUs, OPUC, and state legislators.

  Provide input to developing the strategic plan. = Develop and communicate quantitative basis for plan and framework to consider alternative long-term strategies.

  Present key proposals to senior management team and to external parties.

  Perform other job-related duties as assigned.

  Performs all functions of the job in a safe manner.

  Supervisory Responsibility:

  Directly manage the Planning team, including Interns and in some cases contractors.

  In some cases, direct several technical contractors who have an ongoing support role for planning. In other cases, contractors will be managed by members of the planning team.

  Matrix management of multi-departmental, multidisciplinary projects.

  Direct the coordination of group resources to serve multiple and sometimes conflicting priorities and clients.

  Rapid response to help define the nature and complexity of data requests, priorities, assign, and communicate with requestors regarding priority and timelines.

  What You’ll Need:

  Bachelors degree in a field that involves quantitative analysis and five years working with resource economics and engineering in the energy efficiency and renewable energy fields. Masters degree preferred.

  At least eight years of experience applying industry expertise, analyzing complex technical issues and succinctly conveying conclusions and recommendations.

  3 years of demonstrated experience successfully leading teams, managing contractor networks, and/or directly managing staff.

  Direct experience in measure and program analysis and program implementation in the energy efficiency and renewable energy industries

  Proficiency with documentation techniques and systems.

  Willingness and skills to do a combination of project and personnel management, inter-organizational communication, negotiation, and detailed technical and concept development work.

  Demonstrated ability to work analytically at both a detailed and strategic level.

  Excellent verbal and written communication skills. In particular, ability to analyze complex technical issues and succinctly convey conclusions, inferences, and applications in general terms understandable to diverse technical and public audiences.

  Skills and enthusiasm for training, directing and mentoring staff in policies, processes, and analytic techniques, including work on cross-functional teams.

  Hands-on experience applying resource economics to investments in energy efficiency and renewable resources.

  Ability to manage technical contractors.

  Mentor and train staff in technical areas, management and communication.

  Experience with applying basic engineering concepts in a pragmatic way to help assess what efficiency measures will typically cost and save.

  Enthusiasm and flexibility for working with an organization that is can-do and nimble but has extensive external accountabilities and communications needs.

  Ability to review and troubleshoot complex spreadsheet economic analysis.

  Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.

  Actual compensation packages are based on several factors that are unique to each candidate, including but not limited to skill set, depth of experience, and certifications in the pay equity assessment to determine equitable salary placement.

  Starting compensation: $105,100-$136,700
