Position classification
Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job
Perform professional and technical level work in the Community and Economic Development Department, and to provide information and assistance to developers, the business community, and the public on planning, zoning, land use, subdivision, and other planning and development related matters.
Examples of Duties for Success
Research, analyze, and interpret social, economic, population, and land use data and trends; establish and maintain a comprehensive database; prepare written reports on various planning matters and elements of the comprehensive plan.
Conduct studies and needs assessments for the development of programs to address significant development, environmental, and socioeconomic issues.
Confer with and advise architects, builders, attorneys, contractors, engineers, and the general public regarding County long range planning issues, land use regulations, development process, and other long range planning and development policies and standards.
Review site development plans and building permit applications for conformance with adopted regulations and standards; perform field inspections regarding land use cases and building permit requirements.
Assist in preparing staff reports for the Planning Commission Board of Adjustment, and Board of County Commissioners hearings and meetings; prepare research reports and maps; participate in public hearings.
Research and draft ordinances for review.
Participate in coordinating County planning and development related activities with other departments and outside agencies; coordinate and facilitate pre-application meetings with affected County departments.
Coordinate with other governments on land development, land use planning and annexation; represent the County at regional meetings on water quality, transportation, recreational trails, and related planning and development meetings.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints concerning the County's planning function.
Perform professional work related to the County's multi-modal transportation planning efforts and mobility initiatives.
Represent the County in various intergovernmental activities and venues related to transportation planning such as at local, county, regional, state, and federal agencies, various boards and commissions, and before local citizens in public meetings and hearings.
Implement and enforce the County's Comprehensive Plan, zoning regulations, subdivision regulations, or other land use and development ordinances.
Carry out a variety of operational and administrative activities such as assist with Planner of the Day (POD) and land use case referrals.
Compile information and make recommendations on special studies, and prepare planning reports, charts, and maps.
Assist the general public in the preparation of plans and building permit applications.
Conduct inspections to establish compliance with permit conditions, zoning regulations, or citizen complaints.
Provide input to cities within the County on projects proposed within the borders of the County.
Perform other related duties and responsibilities as required.
Qualifications for Success
Understand and implement basic principles and practices of urban planning and development.
Apply basic site planning and architectural design principles.
Use modern office methods, practices, procedures and equipment including computer equipment.
Learn laws underlying general plans, zoning and land divisions.
Learn applicable environmental laws and regulations.
Learn about current literature, information sources, and research techniques in the field of urban planning.
Learn to interpret planning and zoning programs to the general public.
Learn to analyze and compile technical and statistical information and prepare reports.
Understand and carry out oral and written directions.
Computer Skills: Operate modern office equipment, including computer equipment.
Communicate clearly and concisely, both orally and in writing.
Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
More Qualifications for Success
Experience:
One (1) year experience in Urban Planning or a closely related field.
Some urban and regional planning and development experience is desirable.
Prefer some post-academic experience with GIS.
Education and Training:
A Bachelor's Degree in Urban Planning or a closely related field.
A Master's Degree is preferred and may substitute for six (6) months of the required experience.
License or Certificate:Possession of, or the ability to obtain, a valid Colorado Driver's License.
Background Check:Must pass a criminal background check.
Special Requirements include the following essential duties, which require these physical abilities and work environment:
Ability to sit, stand, walk, kneel, crouch, squat, and stoop.
Ability to lift a minimum of 45 pounds.
Exposure to outdoor weather conditions occurs on the job.
Close vision (clear vision at 20 inches or less).

Color vision (ability to identify and distinguish colors).
