POSITION DESCRIPTION: PAYROLL TAX AND COMPLIANCE MANAGER
JOB SUMMARY:
The Payroll Tax and Compliance Manager will implement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
The Payroll Tax and Compliance Manager is responsible for ensuring payroll tax accuracy and maintaining compliance with tax regulations. Leads and develops the Payroll Coordinator (s).
Maintains strong internal and external client relationships by addressing questions and escalations with accuracy, a sense of urgency, and professionalism. Demonstrates strong independent problem-solving skills.
ESSENTIAL FUNCTIONS:
Manages and is accountable for on-time execution of tax responsibilities, including project deliverables.Coordinates with key business partners to review and monitor cross-departmental process impact.Reviews and analyzes payroll tax procedures; applies continuous improvement methods to streamline processes and mitigate risk.Manages and reports on key performance indicators and metrics.Works with federal and state tax agencies, and third parties to resolve employee escalations.Oversee the employee maintenance updates of Paylocity's Payroll system (e.g. verification of termed employees, verification of new hires, benefit deductions, 403b, PSERS, and 401(k) participation, and miscellaneous purge of employee records client.Conducts internal audits of payroll files and recommends a corrective action plan.Assist with payroll and retirement audits.Oversight of internal and external compliance requirements, regulations and confidentiality provisions for the tax team.Subject matter expert/resource for the payroll unit in collaboration with third party payroll vendors, and cross-divisions of Esperanza.Overall maintenance and development of procedures and policies related to payroll unit with understanding of their correlation to other cross-department impacts.Assure all associated Federal, State and Local payroll tax liabilities and associated regulatory tax filings are completed 100% accurately and on time.Oversight and collaborative relationship management with 3rd party payroll tax system provider to ensure long-term stability of solution as it relates to our business.Actively participate with the management team in cross-functional business improvement initiatives.OTHER DUTIES AS ASSIGNED:
Assist with Accounting/Finance Services as needed.QUALIFICATIONS:
Proven experience in Payroll Tax and Compliance.Familiarity with payroll processes.Working knowledge of payroll systems (e.g. Paylocity).Good working knowledge of accounting and tax laws.Excellent with Excel (functions, data, etc.).An analytical mind with good math skills.Excellent attention to detail. Must work autonomously and remain calm under pressure.Excellent organizational ability and strong communication skills.Ability to handle multiple tasks.Ability to maintain confidentiality.Ability to interact effectively with all levels of staff and management.Bachelor's degree in finance, Accounting, or related field, master's degree preferred.Three to five years of work experience in payroll tax compliance and processing.WORKING CONDITIONS AND ENVIRONMENT:
Willing to travel to fulfill project demands (mostly local and regional).Willing to work flexible hours to accommodate project events and activities.Willing to attend public events representing Esperanza and other assigned projects.Physical Demands:
