WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:
A general salary increase 3.5% effective December 23, 2024.
Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree, applicable to classifications that do NOT require a degree for qualifying.
Annual Leave Redemption/Accrual: The option to cash out up to 100 hours out of 208 total accrued Annual Leave hours per year. A candidate selected for this position will earn 208 hours per year increasing to 288 hours after 5 years of service.
Deferred Compensation: Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions.
Health Plans: You are afforded a flexible credit allowance of up to $23,530 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, and vision care expenses.
Pension Plan: Participation in the County's defined benefit plan which has reciprocity with CalPERS.
Holidays: 12 paid days per year which includes a scheduled floating holiday.
THE AGENCY
The General Services Agency (GSA) is made up of Fleet Services, Facilities, Procurement, Special Services, Security and Business Support, and the Parks Department and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.
THE POSITION
Under general direction of the Principal Engineer, the Manager - GSA Facilities Maintenance position, plans, organizes, supervises, and administers the activities of large-scale building and equipment maintenance and repair of County facilities, including detention facilities, and related.
The ideal candidate will have a comprehensive knowledge of, and good judgment regarding: principles of leadership, supervision and management in a building maintenance setting; all aspects of large commercial, industrial or government facility building systems; and associated corrective and preventive maintenance, infrastructure upgrades, contract management, energy conservation, sustainability and safety. The candidate will possess outstanding communication and customer service skills, the demonstrated ability to lead, direct, and train subordinate staff; a Bachelor's degree in a related field, seven (7) years of experience in maintaining large buildings in a campus environment and five (5) years of experience supervising trades and/or maintenance personnel.

Manager - Facilities Maintenance is a Management/Confidential classification and is not eligible for overtime compensation.
Examples Of Duties
D uties may include, but are not limited to, the following:
Plans, organizes, coordinates, and manages the activities of administrative technical and operations staff within the division, including all aspects of division personnel matters and development;
Develops and implements plans to accomplish the division, Agency and County Strategic goals and objectives;
Resolves facility maintenance problems, evaluates, prioritizes and coordinates the repair or replacement of equipment; works closely with other County Agencies and Departments to prioritize and schedule work;
Creates a working environment conductive to maintaining good employee morale; maintains professional and courteous relationships with staff, peers, management, customers, and suppliers; assists and encourages the professional development and advancement of subordinate staff;
Analyzes and prepares annual budgets and ensures expenditures are controlled and monitored;
Identifies and implements energy conservation measures and green initiatives pertinent to assignment;
Develops maintenance plans for all facilities and equipment, implements, administers, and monitors preventative maintenance program to ensure uninterrupted operation of County facilities, including ensuring servicing of, and routine testing of elevators and emergency power generators and compliance with APCD permits;
Interviews, selects, assigns and trains staff and regularly evaluates job performance;
Maintains customer contracts, identifies customer needs/expectations and changes in customer priorities, ensures high customer service standards are met;
Ensures a safe working environment for County employees and the public;
Establishes and manages service contacts;
Represent the County at meetings and serves on committees as needed;
Uses Building Maintenance software to schedule work, allocate costs, analyze work order information, design effective work processes, monitor performance, and recommend process improvements;
Performs other related duties as required.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCE
Progressively responsible management experience which has led to the acquisition of the knowledge, skills, and abilities.
The required knowledge, skills, and abilities may also be obtained by completion of an Associate's degree or equivalent from a two-year college or technical school with an emphasis in a field related to the assignment; AND five (5) years of related experience, three (3) of which must have included supervisory managerial experience. Additional years of experience may be substituted for education on a year-for-year basis.
NECESSARY SPECIAL REQUIREMENTS
Experience supervising trades and maintenance personnel.
Obtain and maintain background clearance from the Ventura County Sheriff's Office and/or Ventura County Probation Agency.
Certification as a Facility Management Professional (FMP) within one (1) year from date of hire.
Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
Five (5) years facilities management experience in large commercial, industrial, or government facility.
Contract and Vendor Management experience, including, bidding, cost/price analysis, quality assurance, and problem resolution.
Considerable knowledge of continuous and process improvement techniques.
Experience in long-term facilities planning and budgeting.
Some knowledge, experience, training and education in sustainability practices and energy conservation.
Experience overseeing safety programs.
Possession of a valid California driver license.
DESIRED
Bachelor's degree in engineering, facilities management or a related field, and supervisory and management coursework.

ELIGIBLE LIST
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
