Summary
The Manager, Competitive Proposals , leads multiple competitive proposal development teams in support of CAE Lead-to-Award processes for the Proposal Development Group (PDG). This individual is responsible for providing shared services proposal expertise for all CAE USA competitive new business efforts under the direction of the Director or Proposals (USA). Responsibilities include management and governance of competitive proposal processes, procedures, and strategies; resource planning for current and future proposal efforts; and employee development of direct reports.

Assign proposal managers to competitive opportunities, in coordination with the Director of Proposals
Coordinate proper execution of all competitive proposal tasks required by the Lead-to-Award Process by effectively managing the team of competitive proposal managers
Responsible for development and submission of compliant, complete, and compelling proposal deliverables generated by proposal managers and their teams
Provide oversight of all competitive proposal development efforts to ensure compliance, completeness, accuracy, and strengths with customer requirements
Develop, manage, train, and help maintain personnel skills and capabilities on competitive proposal processes, procedures, and tools
Coordinate with CAE USA business unit leads to ensure effective responses and necessary resources are available to address customer solicitation requirements
Plan, track, and update status of all competitive proposal activities
Bring a strong vision for leading and managing a diverse and dispersed team for global success
Initiate, manage, and support lessons-learned activities to improve processes and procedures and ensure future success and efficiency
Responsible and accountable for the planning, development, validation, and delivery of proposal responses, including evaluation/information notices (ENs/INs) final proposal revisions (FPRs), etc.
Develop, maintain, and foster closer relationships with other CAE global/regional proposal organizations
Manage and verify team compliance with all company Information Systems security policies and procedures
Work with direct reports and other PDG management to support assigned proposal teams and resources to sufficiently support all competitive proposal pursuits
Support audits, reviews, and make necessary adjustments with cost estimation products
Ensure that Proposal Objects are maintained/kept current in Salesforce for management and progress tracking and status reports
Work with other management within the department to ensure SharePoint sites are effective for the team, that other tools are used effectively (e.g., Visible Thread, Meridian)
SUPERVISORY RESPONSIBILITIES
Supervise and manage competitive proposal management and proposal managers in multiple geographic dispersed locations and time zones
Conduct, lead, and support company personnel with process training, mentoring, and ongoing development of employees within their organization
Apply sound leadership principles and best-practice proposal management knowledge and skills to increase efficiency of submissions regarding compliance, quality, and strengths
Support proposal managers in best practices for all phases of managing written and/or oral proposals, including reviewing bid outlines, supporting color team reviews, providing constructive feedback for personnel growth and development, etc.
Conduct resource planning and management of direct reports, including performance reviews, pay decisions, HR and Administrative actions, time sheet approvals, etc.
Perform as Hiring Manager for all new resources, developing job descriptions, coordinating with HR for requisitions, and conducting interviews and negotiations
Qualifications and Education Requirements
Bachelor’s degree in Business, Marketing, Journalism, or other business-related discipline
Minimum of 10 years of proposal management experience (Proposal Manager or higher)
Demonstrated leadership and successful management of proposal teams, in a hybrid environment
Knowledge of U.S. Department of Defense (DoD) procurement practices, regulations, and acquisition processes
Experience in planning, developing, implementing, and managing successful proposal processes and strategies within the DoD market
Exhibit high performance, produce compliant quality products, and lead team collaboration in a positive manner to achieve objectives
Demonstrated ability to operate successfully in a volatile and dynamic business environment with multiple deadlines
Experience in establishing/managing personnel and financial resource requirements
Demonstrated ability to develop and present effective verbal and written presentations to senior management, supervisors, and peers
Demonstrated ability to effectively present information to senior management and public groups
Strong communications and interpersonal skills, including written and verbal communication expertise
Demonstrated ability to display tact and self-discipline necessary to interface effectively with multi-cultural customers and employees at all levels of the organization
Demonstrated ability to interpret an extensive variety of technical information and instructions, whether written or oral
Must be proficient and current with latest releases of Microsoft Excel, PowerPoint, Word, and SharePoint
Preferred Skills
Active APMP member; APMP certifications highly desired
Experience in simulation industry highly desired
Familiarity with Microsoft Project, Visio, Visible Thread, Meridian, Salesforce, or other related proposal management tools highly desired
Experience in training and mission rehearsal systems, services, and/or modeling
Experience with artificial intelligence tools and technologies for proposal development
Understanding and correct application of military protocols and customs
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
Incumbent must be eligible for DoD Personal Security Clearance.
Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
Work Environment and Physical Demands
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets
Ability to travel occasionally to site and customer locations
Ability to operate personal computer, communicate via telephone, and use various online communications tools (e.g., Microsoft Teams)
Ability to work with minimal supervision
Must be willing to work a flexible schedule including overtime as required
