Summary This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Management and Program Analyst, you will be providing evaluation, maintenance, and oversight of a management system to provide status of action items to leadership. Responsibilities As a Management and Program Analyst, you will: Serve as an advisor to management on analyzing and evaluating the effectiveness of a government program. Provide technical advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy. Analyze alternatives to identify potential resolutions to problems. Review management information requirements to develop or operate program or administrative reporting systems. Consolidate data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability. Identify needs and develops recommendations to modify administrative policies and processes for use in the management and direction of programs and develops data required for the organization to accomplish new requirements. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: For the GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Assisting developing and providing technical information concerning an organization's operations and performance. Reviewing and updating policies and regulations issued by higher authority to determine their impact on local operations. OR Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in Business Administration, Public Management, or a similarly related major. TRANSCRIPTS REQUIRED. OR You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED. Specialized experience for this position is defined as meeting ALL of the following: Tracking status of staffing actions using automated system analytical tools for trend reports. Identifying needs and developing recommendations to modify administrative policies and processes for use in the management and direction of programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
