About Maintenance Worker

  Summary A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Open to the first 50 applicants or until 02/02/2024 whichever comes first. Responsibilities This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. MAJOR DUTIES: Performs simple and routine maintenance and repair of grounds, exterior structures, buildings, equipment and related utilities. Assists higher graded maintenance workers or tradesmen in the performance of their work. Performs minor carpentry repairs using simple measures and hand tools on such tasks as replacing. broken planks on picnic tables; broken windows using precut stock; minor adjustments or replaces. hinges, latches and catches. Performs minor painting using brush and roller according to specific instructions on projects were. appearances are not critical such as staining picnic tables and trash barrels. Performs minor plumbing repairs such as tightening or replacing in-kind fittings and fixtures which do not require custom fitting or solder joints; replaces faucet washers; unplugs drains using a plunger; replaces liquid petroleum gas bottles. Receives, unloads and processes incoming shipments according to established procedures. Reports discrepancies and damage to others responsible for such items. Performs routine maintenance on campground sites and trails using hand tools to re-grade and reset. barriers to restore areas to original appearances. Collects trash. Operates a light truck to pick up supplies and to transport materials to and from work sites while assisting on project work. Operates a forklift to load and unload supplies and light equipment not requiring special rigging. AREA/DUTY STATION INFORMATION: Great Smoky Mountains National Park is located in the states of North Carolina and Tennessee and encompasses 800 square miles of which 95 percent are forested. The headquarters is located near the city of Gatlinburg, TN. There are 16 peaks over 6,000' in elevation and up to 90" of rainfall spread throughout the year. The Park has 10 campgrounds, 800 miles of horse and hiking trails, and 750 miles of fishable streams. The Smokies is within one day's drive for about 1/3 of the U.S. population and thus attracts 9 to 10 million visitors annually; making it the most visited, national park in the system. Climate is moderate with average lows in the summer in the 60's and highs in the 80's and 90's and average lows in winter between 20 and 30 with highs in the 50's. Snowfall averages range from 5" in Gatlinburg, TN, to 11" in Bryson City, NC. Within Great Smoky Mountains National Park there are 514,000 acres, approximately 350 miles of road, 900 miles of surface and graded trails, 65 miles of Lake Fontana shoreline, 15 schedules cemetery visits across Fontana, 500 buildings and structures, 35 water system, 30 sewer systems, 10 major campgrounds, 11 picnic areas, various other utility systems, heating system, 88 historical buildings, 150 cemeteries, a radio system to include 9 - remote repeater sites, 74 housing units in three districts. Within the park's boundaries, there are two states, five counties, three congressional districts, five electrical suppliers and three water/sewer utility suppliers. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You will be required to complete a one-year trial period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to do the work of the position without more than normal supervision (SCREEN OUT) Knowledge of equipment assembly, installation, repair, etc. Technical practices (theoretical, precise, artistic) Use of measuring instruments Ability to interpret instructions, specification, etc. (includes blueprinting reading) Ability to use and maintain tools and equipment Knowledge of materials If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience for Wage Grade (WG) positions. Additional Information This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: Physical effort is heavy to moderate and requires occasional lifting of handling of objects or materials up to 50 pounds, unassisted, following proper lifting procedures to avoid injury. Frequently required to stand while working, climb ladders or scaffolding, and bend, stoop, climb, and work in awkward positions. Working Conditions: Exposed to a variety of seasonal weather while working outdoors (temperatures -40 to 90+ degrees). Subject to danger of falling from ladders or scaffolding. Exposed to dust, dirt, wind, and rain. May work with dangerous chemicals and around moving equipment, paints, solvents, etc. May be exposed to electrical shocks, and biting insects. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
