  Summary This Maintenance and Operations Supervisor position is in Engineering services at the VA Bedford Healthcare Systems, located at the Bedford location. This position is a full-time at 40 hours per week. Responsibilities The position functions as the Maintenance and Operations Supervisor (M&O Supervisor) for Engineering Service at the VA Bedford Health Care Systems. The position has full responsibility for the supervision of seven (7) trade shop foremen. Works under the direct supervision of the Assistant Chief, Engineering Section. Position is primarily responsible for the administration and supervision of shop supervisors in the following trades: Carpentry Shop, Electrical Shop, Construction and Maintenance Teams, HVAC Shop, Pipe Shop, Grounds keeping, and Boiler Plant/USRO Operations. The work performed by the different shops is critical to the operation of the medical center. The M&O Supervisor is held accountable to the Assistant Chief, Engineering Section, and upper management officials for continuing operations. Duties include, but are not limited to: Conducts inspections to assure quality control of work performed by Engineering staff. Prioritizes, integrates and coordinates various work activities. Participates in or organizes and conducts meetings and conferences, including some training sessions. Follows up and ensures compliance with fire/smoke barrier penetration work to ensure penetrations are replaced/sealed and documented as repaired upon completion of work. Contracts work for optimum effectiveness and efficiency of utilizing man-hours, equipment and funding resources to meet user, program and mission needs. Monitors progress and trends on in-house projects, work orders and preventive maintenance. Responsible for the operation, maintenance and repair of building service equipment, utility distribution systems, air conditioning and refrigeration systems, emergency electric generating systems, installation of small equipment and repairs and maintenance of other items. Conducts life safety inspections and assigns work from such inspections to the appropriate shop. Creates follow-up measures on critical or urgent items identified during inspections. Analyzes the physical plant utilities and subsystems for proper maintenance and visually assesses conditions of maintenance/repair activities. Recommends adjustments and rescheduling to respond to changing conditions and emergency or urgent needs and delays. Estimates materials for repair, minor improvement, maintenance and station labor projects in order to provide management with cost figures. Analyzes the benefits and costs of accomplishing work in-house versus contracting. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is not a Bargaining Unit position. This position is covered by locality-based comparability pay. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Equipment Assembly, Installation, Repair Lead or Supervise Materials Technical Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling and climbing. Must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds. May work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
