Core Responsibilities:
This position is responsible for providing program support and oversight for long-term service and support (LTSS) facility-based programs. It monitors the health, welfare, and safety of members in assisted living, residential, and long-term care facilities, including oversight of Pre-Admission Screening and Resident Review (PASRR), reportable events, and participation in planning for complex cases. The role involves receiving and investigating inquiries from members about service delivery, overseeing the classification of programs, managing relevant contracts, ensuring financial oversight and quality assurance for quality service, and collaborating with other departmental offices and external providers. Additionally, apart from the day-to-day functions, this position will assist in supporting Long Term Care reform by developing a system of quality assurance oversight and improvement.
The position supervises three Office Assistant Classification staff and one Housing Specialist. Essential duties and responsibilities of the LTSS Facility Manager are:
• Provide planning, coordination, development and monitoring of LTSS service agreements composed of State, Federal and grant funds
• Monitor program performance of relevant LTSS Facility based service providers, ensuring consistency with overall OADS program goals and strategic vision
• Maintain effective working relationships with program managers, program administrators, financial officers, contract management, others at DHHS, and external entities for day-to-day oversight and coordination of the LTSS programs and initiatives
• Provide leadership and supervision in group and individual settings.
Minimum Qualifications:
Four (4) years of progressively responsible experience in social service or mental health/developmental disabilities programs and a Bachelor’s Degree. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis.
Preference will be given to candidates with experience in long-term care and support programs, nursing education, public health, hospital, or chronic disease nursing including administrative experience or is a registered nurse.
The background of well-qualified candidates will demonstrate the following competencies:
Knowledge of Maine's system of long-term services and supports.
A demonstrated ability to effectively manage a large and/or complex project.
Excellent written and verbal communication skills.
Ability to understand and interpret complex regulatory requirements.
