Position Description

As a Lead Data Scientist SME (Secretariat Priority Assignments (SPA Lead)), you will support the Department of the Navy (DON) Process Improvement Office (PIO). A primary function of the DON PIO is to oversee the identification and development of the DON enterprise metrics and the visualization of these metrics for executive consumption. In supporting this effort, this Lead shall provide general metrics capture, data analytics and business intelligence knowledge to advise the government lead(s) in structuring and managing this enterprise metrics visualization activity.
This SPA Lead will work with the GS-15 Government Lead, an HQE and a team of two GS-14s to execute projects in alignment with the SECNAV’s priorities. The Lead will be responsible for creating and activating a process for intaking projects, assigning a level of priority, determining the list of prioritized projects for execution in the current year (given bandwidth and budget constraints), designing projects to meet leadership’s intent, and monitoring the projects to ensure the changes “stick”. To-date the team has been focused on a variety of projects ranging from climate analytics for ASN EI&E, a DON dashboard that aggregates performance metrics across all SECNAV priorities and OSD Strategic Management Plan, a SITREP dashboard that elevates KPIs for SECNAV to get a view of the health of the business.
Must live in the Washington, DC area/ National Capitol Region and work onsite at the Pentagon 2 days per week; remote work 3 days per week.
ACTIVE SECRET SECURITY CLEARANCE IS REQUIRED TO BE CONSIDERED FOR THIS POSITION.
In this role, you will:
Identify business trends and problems through complex big data analysis.
Interpret results from multiple sources using a variety of techniques ranging from simple data aggregation via statistical analysis to complex data mining independently.
Design, develop and implement the most valuable business solutions for the organization.
Prepare big data, implement data models, and develop a database to support the business solutions.
Create a shared understanding of organizational metrics – both backward and forward looking
Understand effort needed to achieve defined success via outcome definition facilitation.
Facilitation of performance to plan (P2P) or other methodology workshops to close gaps in the DON’s understanding through the development and or refinement of the strategic framework.
Facilitate the sessions to define outcome metrics (Tier 1), and where needed, driver metrics (Tier 2/3/4) that demonstrate cause and effect relationships.
Support the determination of cause-and-effect relationships between metrics and how this relationship should be modeled/quantified over time.
Elevate barrier and matters requiring Echelon 1 action to resolve.
Simplify and standardize (in scope) metrics reporting to spotlight issues and improve problem-solving.
Monitor analytics and metrics results
Perform data profiling to identify and understand anomalies.
Proactively and regularly make recommendations for system improvements.
Collate, prepare, and present statistical information for internal and external use.
Leverage Jupiter (DON’s version of Advana) and other data systems as required.
Prepare for, and support leadership decision making forums utilizing performance analysis.
Understand the DOD DMAG Advana Jupiter decision platforms.
Evaluate the DOD dashboard, and work with OSD to design a DON instance of the platform that feeds the DOD dashboard, and further decomposes to provide visibility into the DON’s (Secretariat, Navy, and Marine Corps) supporting outcomes and metrics.
Review and validate performance and risk data as it is collected.
Develop policies and procedures for the collection and analysis of data.
Create or discover new data procurement and processing programs.
Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis.
Critically evaluate information gathered from multiple sources, reconcile, and identify gaps, uncover unmet business needs and work with data engineering, solution architect to create a finished solution.
Collaborate with other data professionals to extract data, create reports based on their findings, and monitors key performance indicators (KPIs) to determine business initiatives’ success.
Work with executives and other business leaders to identify opportunities for improvement.
Transform data into insight that can help to improve the value of the DON enterprise.
Use knowledge of the specific data available, forecasting/analysis methods and visualization capabilities to enhance requirements and provide insightful suggestions to business stakeholders.
Has the technological expertise to execute the appropriate program management tools designed to manage deliverables and tasks.
Qualifications
To be successful in this role, you will have:
An active DoD Secret clearance.
A Bachelor’s degree in data science, operations research, computer science, IT, math or similaror 5 years of relative experience in lieu of degree.
8+ years of experience in data analysis, data management, data science, or operations research.
Experience compiling, organizing, and cleaning data for input into dashboards or business intelligence tools.
Proficient in SharePoint, MS Teams, MS Office including Word, PowerPoint, & Excel, and Adobe Acrobat Pro.
Ability to work onsite at Pentagon 2 days per week; Remote work 3 days per week.

Communication – Ability to confidently communicate recommendations to very senior leadership (e.g., 3-star admirals, Tier 3 SES) as well as respectfully convey dissenting opinions based on prior knowledge, intuition, or past-experience.
Knowledge of “the building” – Experience working in and around the Pentagon; relationships with leaders currently in the Dept. of Navy Secretariat (e.g., ASN FM&C) and/or OPNAV or USMC HC is preferred.
