  The Lead Business Analyst will plan, develop, manage, and execute transition-in and transition-out activities for the transfer program operations for a statewide program from an incumbent

  organization to a new organization. The Lead Business Analyst, along with the MAXIMUSProject Transition Director, will interface with Maximus and client program and IT resources,management teams and other business partners on a regular basis to maintain good clientrelations, deliver project outcomes, and resolve any issues. The Lead Business Analyst will beresponsible for leading a team of business analysts, who will be primarily responsiblefor performing operations transition analysis and developing required contract deliverables.Available to work remotely in a virtual team and office environment and travel to client locations inCalifornia as needed.Job Description SummaryJob SummaryEssential Duties and Responsibilities:- Complete cost allocation plans for assigned clients.- Obtain contract renewals for multiple clients.- Manage relationships with multiple clients as well as project staff responsible for projects.- Support leadership in ensuring that the project is delivered to specifications, on time and withinbudget.- Track the status and due dates of projects.

  Collaborate with project managers on various initiatives and projects to track progress andprovide support as necessary.Facilitate regular meetings and reviews.Adhere to contract requirements and comply with all corporate policies and procedures.Evaluate employee performance and recommend employees' needs and developmentopportunities to leadership.Minimum Requirements:Bachelor's degree in related field.7-10 years of relevant professional experience required.Ability to communicate well with multiple clients and consultants.Knowledge of state and local governments.Education and Experience RequirementsEssential Duties and Job Responsibilities:Be available to work remotely in a virtual team and office environment and travel to clientlocations in California as needed.Ensure stakeholders are effectively engaged and all project deliverables are completed within budget,scope, and scheduleEngage clients and represent Maximus team as a Transition subject matter expertEngage clients and represent Maximus as an operations and business process subject matter expertLead a team of business analyst in performing transition planning assessments and analysis.Develops and/or contributes to project deliverables. These include Transition-In Work Plan,Transition-In Master Plan, Administrative Policies and Procedures, Transition Readiness ReviewReports, Transition Status Reports, Transition-Out Work Plan, and Transition-Out Master Plan, andother work products and deliverables in accordance with the Project Work PlanHold and facilitate client encountersManage relationships with project and client staff.Track and report on project status and resultsNotifies the Maximus Project Transition Director verbally and in writing, when any problem(s) thatmay jeopardize the successful or timely completion of our contract obligations are discoveredReviews artifacts and other project documents and/or schedules and attends interviews, focusgroups, or other meetings necessary to gather information for project deliverables in accordancewith the project scope of workAttends and facilitates project meetings with the client, subcontractors, project stakeholders, orother Maximus Team members, as requested by the Project ManagerCompletes project ork in compliance with Maximus standards and proceduresPerforms other duties as assigned by leadershipRequired Qualifications:Bachelors degree from an accredited college or university; experience may be substituted foreducation.A minimum of ten (10) years of experience working as a business analyst directly responsible foractivities in the following BABOK knowledge areas: business analysis planning and monitoring,elicitation and collaboration, requirement life cycle management, strategic analysis, requirementsanalysis and design definition, and solution evaluation on a statewide operations or system project;or equivalent experienceA minimum of ten (10) years of experience as a Business Analyst for Public Sector project andoperationsA minimum of five (5) years of experience within the past ten (10) years, leading teams of 3business analyst or greater on projects that involved statewide and regional public sector programs.A minimum of five (5) years of experience within the past ten (10) years working directly withstakeholders to analyze operations and business processes, including developing operational policies,procedures, and business process documentation.A minimum of three (3) years of experience within the past ten (10) years, facilitating knowledgetransfer and developing related documentation and training materialsA minimum of one (1) years of experience within the past ten (10) years, performing operationaltransition activities on projects involving large public sector operational programs.Experience within the past ten (10) years as a Business Analyst on a public sector project managingthe successful transition of IT systems and program operations from one (1) company or contract toanother.Experience implementing public sector policy and directives and performing administrative,management, and operational tasks for public sector programs.Strong interpersonal and team building skills, as well as an understanding of client relationshipbuilding are essentialExcellent consultation and facilitation skillsExcellent written and verbal communication skills, including the ability to explain and communicateprogram and operational subjects to non-expert audiences.Experienced working with customers, stakeholders, partners, and other contractorsProficiency in Microsoft programs such as Word, Excel, PowerPoint, Visio and ProjectAbility to perform comfortably in a fast paced, deadline-oriented work environmentExcellent organization skills with the ability to execute multiple complex tasks simultaneously, andwork as a team lead, team member, and independentlyAbility to develop solutions to highly complex problems which require a high degree of ingenuity andinnovation.Ability to ensure solutions are consistent with organization, client, and project objectives.Ability to develop advanced concepts, techniques, and standards requiring a high level ofinterpersonal and technical skills.Good organization skills, including the ability to manage multiple tasks and deadlines simultaneously.Viewed as expert in field within the organization.Preferred Qualifications:IIBA Certified Business Analyst Profession (CBAP) or PMI Project Management Professionalcertification.Experience working with programs providing services for deaf and disabled clients.Advanced degreeKnowledge of and experience with:the California
