This position is responsible for a full range of legal services & servesas principal legal specialist of the city including developing,analyzing & providing appropriate factual & policy backgroundinformation; policy liability actions; representation of the citysinterest as plaintiff in collection cases, small claims & taxforeclosures; contract, bond & other document preparation & review;council bill preparation & review; provides comprehensive verbal &written advice to the City Administrator, Mayor, City Council & itscommittees & other public officials & Directors upon request; ensuresproper conducting of public meetings & public hearings; attends allregular & special meetings of the city council; examines all assessment& tax lists & represents the city in all special assessment proceedings;supervises prosecution of ordinance violators; supervises legal divisionstaff in all matters; represents citys interest as complainant in liquorlicense administrative hearings; supervises Freedom of Information Actrequests; reviews pending legislation & new laws; & performs otherduties as required. The position is appointed by & reports to the CityAdministrator.
Examples of Duties
Ensure that all organization activities & operations are carried out incompliance with local, state & federal regulations & laws & conformanceto acceptable standards & practices.
Coordinate with Corporation Counsel & compliment outside legal services.
Respond orally and/or in writing to requests for legal advice.
Supervise legal division staff.
Prepare or review council bills & agendas.
Prepare or review contracts.
Attend & assist the City Administrator, City Council & Mayor at all CityCouncil meetings.
Monitor & supervise the prosecution of ordinance violators.
Monitor & supervise the investigation, review & enforcement of citytechnical codes & other codes of the city.
Provide advice to the City Administrator on customer service, responsivecommunity relations & policy matters coming before City Council.
Oversee the administration of City policies & labor contract provisions,on behalf of the City Administrator.
Assist the City Administrator in the preparation, development &implementation of the organizations strategic planning process.
Provide assistance to the City Administrator on special projects asassigned.
Ensure that all the responsibilities, authorities & accountability ofall direct subordinates are defined & understood.
Hire, transfer, suspend, lay-off, recall, promote, discharge, direct,evaluate, reward & discipline employees, adjust employee grievances orrecommend any of these actions.
Other duties may be assigned.
Residency
Department Directors shall reside within the corporate limits of theCity of Moline within 1 year of their date of hire. Existing employeeswho are promoted to Department Director level positions are not requiredto reside within the City, so long as their present residence was lawfulunder their prior position with the City. However, a change in residencyshall be in compliance with the corporate limit requirement.
