  Job Responsibilities/Duties

  Washington River Protection Solutions (WRPS) is the tank farm operating contractor at the Hanford Site located in Richland, WA. The WRPS mission is to safely store, retrieve, and treat 56 million gallons of legacy radioactive and hazardous waste. WRPS was identified as "One of America's Safest Companies" in 2020; and was the recipient of the 2021 "Employer of the Year" by the Association of Washington Businesses.

  WRPS seeks a Labor Relations (LR) Manager. The quality of the relationship with the labor union organizations at Hanford is paramount to the success of WRPS in its role as the Tank Operations Contractor. Developing and maintaining a positive, productive relationship with Hanford Atomic Metal Trades Council (HAMTC) and the Central Washington Building and Construction Trades Council (CWBCTC) is a critical component of this position. The successful candidate will have a demonstrated ability to achieve such relationships.

  The LR Manager's duties and responsibilities include but are not limited to the following:

  Manage and direct the WRPS LR organization in a manner that supports the efficient execution of work, as well as effective integration with other WRPS operational, technical, project focused and functional groups;

  Directly interface with the Department of Energy (DOE), other Hanford Site contractors and labor unions;

  Direct and oversee company's labor relations programs, policies, and procedures;

  Provide sound counsel, guidance and professional support to Senior Management on matters pertaining to Labor Relations;

  Manage, administer and interpret the WRPS/HAMTC & Hanford Site Stabilization Agreement Collective Bargaining Agreements (CBAs) in accordance with applicable Labor Standards/statutes;

  Operate as spokesman/negotiator in collective bargaining negotiations and on major labor relations initiatives, including the development of market analyses, bargaining parameters and negotiation strategies;

  Develop and implement Labor Relations Plans in support of company strategic objectives;

  Develop solutions for complex labor relations problems requiring adaptation related to applicable laws, and/or established policy and practice;

  Responsible for administration of company grievance and arbitration processes;

  Provide training and counsel to company management in all areas of collective bargaining, workplace issues, and disciplinary actions to ensure CBA compliance in day-to-day operations;

  Facilitate the implementation and acceptance of change within the workplace;

  Understand the major business disciplines, the current status and trends in the industry and the project/company's positions;

  Identify opportunities and take action to build strategic relationships with other areas, teams, departments, units, or organizations to help achieve business goals;

  Maintain and promote social, ethical, and organizational norms in conducting internal and external business;

  Manage personnel and budget;

  Provide for training and development of Labor Relations staff; create capacity for staff to be productive and help each staff member find his or her means to contribute;

  Provide outreach with community agencies;

  Coordinate with other organizations to establish recruitment and retraining programs for skilled labor;

  Establish and maintain a good working relationship with Local HAMTC Representatives, Local Union Presidents and Senior Union Officials from the International Metal Trades Department;

  Establish and maintain a good working relationship with Construction and Building Trades Senior International Union Officials, Local Union Presidents, and Representatives; and

  Perform other duties as assigned.

  *Office location varies between the Hanford Site and Richland.

  Required Qualifications

  Grade 22:

  Bachelor's degree (BA/BS) in Business, Business Administration or related discipline; and

  Fifteen (15) years of related Labor/Industrial Relations experience or equivalent combination of education and/or experience.

  Grade 23:

  Bachelor's degree (BA/BS) in Business, Business Administration or related discipline; and

  Seventeen (17) years of related Labor/Industrial Relations experience or equivalent combination of education and/or experience.

  Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

  Desired Qualifications

  Department of Energy or similar site Labor/Industrial Relations experience

  Management experience

  Knowledge and understanding of Labor Statutes and how they are applied

  Experience working with the Hanford Atomic Metal Trades Council or similar union relationships

  Compensation & Benefits

  Grade 22:

  Hiring Range Minimum: $155,625

  Hiring Range Maximum: $204,775

  Grade 23:

  Hiring Range Minimum: $179,013

  Hiring Range Maximum: $235,638

  In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
