What You Will Do
The Emergency Planning and Preparedness Group (EM-PREP) seeks a high-performing and self-motivated Interface Program Coordinator to serve as a member of a multidisciplinary team in a complex and tight-knit environment. In this role you will support the mission of preparing first responders, the workforce, and offsite stakeholders for response to disasters and emergency incidents. You will be responsible for coordinating interface with offsite agencies identified to support emergency response at the Laboratory. Additionally, you will be responsible for aspects of the Emergency Response Organization, including coordination of the Laboratory's Emergency Operations Center (EOC). Through this scope, you will support the implementation of DOE O 151.1D, Comprehensive Emergency Management System, in partnership with the Site-Level Preparedness and Facility Preparedness programs, as well as organizations within the Emergency Management Division. Through the job duties in this position, you will be responsible to:
Prepare, maintain, and implement programmatic documentation (e.g., procedures, checklists) related to offsite agency interface and EOC coordination, compliant with DOE O 151.1D.
Design, plan, conduct, and evaluate drills and exercises that include EOC and offsite agency participation.
Support the development and conduct of EOC training and offsite agency orientations and briefings.
What You Need
Minimum Job Requirements:
Demonstrated experience in interagency coordination and stakeholder relations.
Demonstrated ability to develop, prepare and implement emergency management policy, plans, procedures, and related documentation that enable program success and compliance within applicable regulatory frameworks.
Demonstrated ability to generate and conduct training.
Demonstrated experience in emergency management, including preparedness, response, recovery, and mitigation, as well as EOC operations.
Thorough knowledge of National Incident Management System and Incident Command System principles, concepts, and terminology.
Proven ability to collaborate and partner at all levels, including in a team atmosphere.
Effective oral, analytical, written, and communications skills through practical experience providing presentations, public speaking or delivering training courses.
Must be willing to serve on the Emergency Response Organization during and outside of normal work hours.
Education/Experience: Position requires a bachelor's degree and a minimum eight years of related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Familiarity with DOE Order 151.1D, Comprehensive Emergency Management System.
Experience developing and implementing emergency management programs in accordance with DOE Order 151.1 D, Comprehensive Emergency Management System.
Experience instructing course material related to EOCs.
Demonstrated experience in drill and exercise design, planning, conduct, and evaluation consistent with Homeland Security Exercise and Evaluation Program (HSEEP) concepts and principles.
Advanced degree in emergency management or related field.
Experience in federal, state, or local emergency management including but not limited to the National Incident Management System, National Preparedness Goal, National Preparedness System, National Planning Frameworks.
Formal training, knowledge and experience with the Incident Command System, the National Incident Management System, and Homeland Security Exercise and Evaluation Program.
Qualified to the LANL Training Staff Qualification Program.
Work Environment:
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
