  Summary This position is located in NPS Regional Office Serving Interior Regions 6,7 and 8, in the Facilities and Lands Directorate Division. This is a temporary promotion not to exceed 1 year, and can be extended up to 5 years. This temporary promotion may be made permanent without further competition. Pay for Lakewood, CO is $114,970 - 149,465 Pay for Santa Fe, NM is $104,498 - 135,851 Responsibilities Program Management - Supports planning and monitoring a multi-year Program including program and project budgets, strategic communication with Parks, Region, and WASO support offices, and working toward successful project development for funding programs. Park Support - Provides guidance and oversight for regional park support, providing leadership and communication with key stakeholders. Oversees Regional assistence to Parks and supports Parks in navigating project review requirements. Supervisory Responsibility - Supervises approximately three to four employees including Regional Project Managers and other technical staff and prioritizes mentoring and career development for direct reports. Project Execution - Oversees compliance process assistance to parks. Coordinates and provides project formulation assistance to Parks. Tracks and reports project status for regional scheduling purposes and reviews monthly progress reports with the Regional Budget Analyst. Technical Support - Provides technical support to Parks on complex projects from all fund sources, and acts as primary liaison with the Denver Service Center for management of Major Construction projects within the Region. AREA INFORMATION/HOUSING INFORMATION: Lakewood, Colorado, is a suburb west of Denver, population approximately 113,000, located in Jefferson County at an altitude ranging from 5,400 to 6,000 feet. Climate is dry with an average of only 15.14 inches of precipitation. Public transportation is available through RTD (Regional Transportation District). Housing is available on a rental or purchase basis in the area. Denver metropolitan area has excellent medical and recreational facilities, churches, shopping and cultural arts. Education is received from nationally recognized Jefferson County Public School System. AREA INFORMATION/HOUSING INFORMATION: Santa Fe (population approximately 83,000) is located 60 miles north of Albuquerque, at an elevation of 7,000 feet. Rentals and purchase prices for homes in Santa Fe are very high. Public, private and parochial schools are available. There are two colleges, St. John's College and Santa Fe Community College. All medical services and complete shopping facilities are available. The duty station of this position is located at 1100 Old Santa Fe Trail. Government Housing is not available. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 4 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Qualifications All qualifications must be met by the closing date of this announcement-01/31/2024-unless otherwise stated in this vacancy announcement. Basic Education: YOU MUST SUBMIT ALL YOUR COLLEGE TRANSCRIPTS.GS-0801 General Engineer: A. a bachelor's degree, or higher, in engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration or license - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; 2) Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) GS-0808 Architect: A. possess a bachelors or higher degree from an accredited college or university in architecture; or a related field that included 60 semester hours of course work in architecture or related disciplines, of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR B. possess a combination of education and experience, college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction of improvement of buildings. The adequacy of such background must be demonstrated by at least ONE of the following: 1) Related curriculum: A degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, aesthetics, site, structure economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, aesthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations; 2) Experience: an applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college course, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. GS-0807 Landscape Architect: A. successfully completed a degree in landscape architecture or landscape design. OR B. a combination of education and experience. For each year short of graduation, you must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. In addition to the basic education requirement, you must possess the following Specialized Experience.Specialized Experience: at least one year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience includes the development and review of architectural project construction drawings, technical specifications, and cost estimates as well as project management of multiple concurrent projects as substantiated by my resume/application; knowledge of project management principles and concepts; application of architectural principles, practices, procedures of project development; managing contractors or other project team members and providing operational leadership principles and risk management regarding work safety. If you do not provide information that clearly shows how your completed college course work meets all of the requirements, you will be rated ineligible. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and walking, stooping, bending, crouching, and climbing such as in performing periodic construction activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Employees may carry light items such as books, instruments, and other similar materials. The work may require travel of up to five continuous working days and driving a motor vehicle long distances to reach remote parks. Working Conditions: The work is usually performed in an office setting. The work area normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms; or may involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions. The employee may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training, as required, to allow safe and thorough assessment of existing facilities and/or new construction. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
