  SPECIAL NOTES:

  Four (4) years of professional work experience in Computer Science or Information Technology-related field, programming, computer science, engineering or similar isrequired. A bachelor’s degree from an accredited college with a major in Computer Science or Information Technology-related field, programming, computer science, engineering or similar can substitute therequired professional work experience.

  Additionalrequirements:

  Minimum of seven (7) years of progressively responsible, comprehensive experience in Application Development and IT Project Management.

  Minimum of five (5) years managing development teams or projects.

  Minimum of three (3) years of extensive experience in developing applications using technologies such as: C#, ASP.Net, MVS fundamentals, SQL Server, Responsive UI frameworks.

  Must be proficient in the English language.

  This position may be required to occasionally perform duties other than those listed on the position description.

  The salary range for this position is $110,000.00 - $123,296.40 annually.

  Employees of the Department of Financial Services are paid on a monthly pay cycle.

  This position requires a security background check, including fingerprint as a condition of employment.

  MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

  Ability to lead technical teams in application development and implementation projects.

  Knowledge of computer programming and systems analysis and design principles and practices.

  Knowledge of .Net development platform and ability to develop applications in .Net.

  Ability to determine user requirements and to generate effective requirements and design documentation through interaction with the user community.

  Skill in application development using relational database.

  Ability to write, code, test and debug computer programs and ability to think logically, analyze and solve problems.

  Ability to communicate technical data processing information effectively verbally and in writing.

  Ability to receive and give constructive criticism.

  Ability to work well in a team environment and to establish and maintain effective working relationships with others.

  Ability to plan and coordinate work.

  Ability to interpret technical information relating to computer programming and data processing.

  OTHER KSAs(Incumbent may learn on job):

  Knowledge of the Department’s programming environments.

  Knowledge of the Department’s standards, best practices and ISDM (Information Systems Development Methodology).

  Knowledge of security issues and policies.

  Knowledge of .Net development platform and ability to develop applications in .Net.

  Knowledge of RDBMS (Relational Database Management Systems).

  Knowledge of Change Management procedures, policies, and best practices.

  BRIEF DESCRIPTION OF DUTIES:

  This is a supervisory position who spends the majority of their time communicating with, motivating, training, and evaluating employees and who have the authority to hire, transfer, suspend or discipline subordinates.

  Directs the activities of systems analysts and programming personnel in the planning, scheduling and implementation of comprehensive departmental management information systems and handling personnel related administrative activities.

  Assures completeness and accuracy of the systems design, programming, and implementation of assigned projects, including the coordination of efforts with other affected areas of the department.

  Directs the technical work or project teams in systems planning studies, information needs assessments and systems analysis, reviewing approaches and methods to assess effectiveness in meeting management objectives.

  Serves as a consultant to higher management in the planning of major system developments for the support of departmental functions.

  Coordinates the implementation of systems modifications, insuring continued compatibility and interface effectiveness.

  Performs other related duties as required.
