  INTERNAL and EXTERNAL JOB POSTING Full-Time - 40 Hours Per Week - Benefit Eligible 2024 salary range is $30.20 - $39.00 per hour, depending on qualifications and experience POSTED: Wednesday, January 17, 2024 APPLICATION DEADLINE: Wednesday, January 31, 2024, at 4:30 p.m. AA/EEO General Definition of Work: Provides professional human resource services to elected officials, department heads, supervisors, and employees. Ensures that human resource practices are consistent with County policies, procedures, and legal requirements. Completes a wide variety of Human Resource functions that include recruitment, classification, compensation, benefits, affirmative action, employee relations, labor relations, and training. Work is performed under the supervision of the Human Resources Director/Deputy County Administrator. Essential Functions: To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Administers the recruitment and selection process, which includes preparing job posting, evaluating applicants, and coordinate and administer the interview process to ensure legal compliance with hiring decisions. Provides training and guidance to hiring managers in the recruitment process to ensure the appropriate assessment of applicant s qualifications are evaluated on legal compliance. Coordinates and conducts new hire onboarding and orientation to ensure completion of paperwork and the understanding of benefits, policies, and procedures. Assists in the administration of employee benefits, which may include collecting and submitting employee information and notice of change in status to insurance carriers and/or brokers. Maintains employee records, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, and other key details. Maintains the Human Resource Information System (HRIS) applicant tracking software system. Provides assistance and recommendations to county employees and management on labor relations, performance management, personnel policy language, compensation, benefits, recruitment, and staffing. Monitors and ensures compliance in accordance with federal, state, and local employment regulations and benefit laws. Counsels employees and recommends suggestions and resources to help resolve their concerns and problems. Assists with the coordination of county-wide annual open enrollment and the preparation of written materials. Assists in the administration of Family Medical Leave Act (FMLA) and other leaves of absences, employee relations, training, or other areas as needed. Assists with and maintains record audits and mandatory reports, which may include I-9 audits, EEO-4 filings, Affordable Care Act (ACA) compliance, payroll audits, or other compliance reviews. Assists with development of personnel policy changes and provides guidance to assigned departments regarding changes to policies or procedures. Works with County Administration and other departments to develop and implement employee development plans, which encompasses trainings for staff and leadership. Performs other related duties as assigned. Minimum Qualifications: Bachelor s degree in human resources, public administration, or related field, and considerable experience assisting with human resources functions, administering employee benefits, or equivalent combination of education and experience. Valid driver s license in the state of Minnesota. Special Qualifications: None Working Conditions Physical Requirements and Activity This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms a d repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling and pushing or pulling. Sensory Requirements Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound. Sensory Utilization Work requires preparing and analyzing written or computer data and observing general surroundings and activities. Environmental Conditions Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic). Work is primarily performed in the office, but also requires driving to meetings and making site visits.
