  Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:You must have a bachelor's degree* or higher. Candidates are responsible for the evaluation fee.COMPETITIVE MINIMUM QUALIFICATIONS:REASSIGNMENT QUALIFICATIONS: Current Department of Civil Service employees with one year of permanent, contingent-permanent, or 55 B/C service as a Human Resources Specialist 1 (Testing) or Human Resources Specialist Trainee 1 or 2 (Testing). If you have less than one year, you must be currently reachable on the Human Resources Specialist 1 or Human Resources Specialist Trainee 1 or 2 (Testing) eligible list for the Albany location.70.1 TRANSFER QUALIFICATIONS:One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service. 52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be administrative by Civil Service.70.4 TRANSFER QUALIFICATIONS:Current New York State employee with one year or more of permanent, contingent-permanent or 55B/C service in a position allocated to a Grade 11 or higher and who has passed the PCO exam and has a bachelor’s degree may be eligible for appointment.Note: 70.4 candidates must NOT have failed the most recent PCO exam.SUBSEQENT 55 B/C TRANSFER QUALIFICATIONS:A subsequent 55B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in a position allocated to Grade 11 or higher and have a current Civil Service 55B/C approval letter.Note: For all transfers noted, a comprehensive list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. 55 B/C QUALIFICATIONS: Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Familiarity with testing processes, principles and practices. Strong problem-solving, logical reasoning, critical thinking, and organizational skills. Ability to interpret, manipulate and work with large data sets and to clearly communicate data analysis results visually, verbally and in writing. Close attention to detail.

  Duties Description The Testing Services Division (TSD) is responsible for the development, administration, evaluation, scoring, and validation of Civil Service tests used by 70 State agencies and 95 municipal jurisdictions to hire and promote employees.TSD staff analyze jobs, develop test content based on the knowledge, skills, and abilities needed to successfully perform the job, analyze test results, and determine test performance standards. The Division is also responsible for administering tests across the State. TSD staff schedule test candidates, coordinate the use and supervision of test centers, distribute, and collect test material to and from test centers, score answer papers, and send candidates their scores. To better serve New Yorkers and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in state operated computer-based testing centers. The Department is establishing 12 dedicated testing locations throughout the State to provide all New Yorkers with the ability to participate in exams, including individuals who do not have access to a computer or Wi-Fi services. Test Development Section:The incumbent of this position will be responsible for developing Civil Service tests used to hire and promote New York State and municipal government employees. The duties include, but are not limited to, the following:• Planning, preparing, and evaluating tests using a variety of formats, including multiple-choice, evaluation of training and experience, job simulations, constructed responses, and performance.• Collecting and analyzing job information for use in developing and documenting appropriate test plans.• Writing, editing, reviewing, and proofing test material (may include working closely with subject matter experts to develop new test material), analyzing test results, and preparing scoring recommendations.• Working collaboratively with other members of the Testing Services Division and with other individuals/groups within and outside of the Department.• Participating in inter-division workgroups and project teams to assist in Department modernization efforts and initiatives. Test Validation and Evaluation Section:These positions exist in the Testing Services Division’s new Test Validation and Evaluation section. Under the general direction of a Human Resources Specialist 2 (Testing), the incumbent of this position will be responsible for the evaluation and validation of Civil Service tests used to hire and promote New York State and municipal government employees. The duties include, but are not limited to, the following:• Analyzing and validating tools and tests created and/or used in personnel assessment and selection by the Department of Civil Service, including, but not limited to, multiple-choice and training and experience exams, situational judgment, job simulations, constructed responses, and performance tests.• Collecting and studying job information for use in conducting large-scale job analyses.• Conducting test equating analyses and demonstrating equivalency in test forms to support the Division’s new continuous recruitment examination model.• Providing analyses of special populations and assisting in ensuring that test items are free from statistical, racial, gender, cultural or other bias.• Using Microsoft Excel, SPSS, and other databases to perform mathematical and statistical operations and to create reports and visualizations.• Working collaboratively with other members of the Testing Services Division and with other individuals/groups within and outside of the Department. • Participating in a variety of research projects.
