BASIC FUNCTION:
This service-oriented position works directly with employees at all levels of the organization, school board directors and members of the public, researching questions, compiling and furnishing information and providing guidance on a wide variety of Human Resource matters including but not limited to employment, compensation and leaves of absence. All work is
performed within a complex legal and regulatory environment.
Duties include, but are not limited to, creating and maintaining numerous data bases, analyzing data and compiling reports, developing and implementing recruiting strategies, conducting reference and background checks, coordinating new employee orientations, screening and reviewing applications, preparing or maintaining employment records related to events such as
hiring, termination, leaves, transfers or promotions using human resource management software and numerous other systems. This position serves as a key role in establishing and maintaining positive employee and public relations, calling for tact, empathy, dependability and close attention to detail.
ESSENTIAL FUNCTIONS:
Support the Employment Process
Maintain job vacancy requisition records
Post vacancies internally and externally and arrange advertising as directed.
Utilize external recruiting platforms, technologies and contacts to generate qualified applicants
Process and review applications for eligibility and screen as requested.
Compile and maintain accurate application files.
Initiate and process back ground checks and coordinate post-offer per-employment drug and alcohol testing
Create a new employee record in the on-line Human Resource Information System, Frontline System, and PowerSchool Records.
Assist with new employee orientation.
Set up all new substitutes on Frontline System and PowerSchool Records
Develop and Maintain Data Bases
Generate, input and update data into numerous data bases including but not limited to:
Base-line information for collective bargaining
New Hire/Transfer/Resignation/Termination
Union seniority lists
Substitute Teachers
Sick Leave Bank
Bus driver drug and alcohol testing
Performance evaluation schedules
Job descriptions
Update Employee Group Calendars in Frontline
Maintain Personnel Records
Maintain, secure and ensure ready access to accurate personnel records including but not limited to :
Certified staff licenses and coaching authorizations
Employment documents as required by law
Individual employee record cards
Performance Evaluations
Training Records: Blood Borne Pathogens; Mandatory Child/Adult Dependent Abuse Reporter; Worker Right to Know; Suicide Prevention; ACEs
Inactive employee files
Compile and Prepare Reports and Documents
Using multiple data sources complete and where necessary format and distribute various District, State, and Federal reports and documents including:
District Employee Handbook
Employment contracts, employment agreements, and other employment related correspondence.
FMLA ( Family and Medical Leave Act) leave eligibility and designation
Annual Fall BEDS( Basic Educational Data System) report
Affirmative Action Plan
Bi-Annual EEO-5 report
Hardship Leave donations
License Renewal
Unemployment Claims and participating in Fact-Finding interviews and hearings
Employee and Department Services and Support
Serve as first point of contact for employee questions and assistance
Share receptionist duties in the Robinson Center
Maintain and when appropriate generate, up to date content on the HR page of the District web site
Provide clerical support to the Executive Director of Human Resources including conducting occasional online research, typing correspondence, scheduling meeting.
Plan and coordinate the annual employee retirement reception
Support delivery of the annual new teacher, paraeducator and substitute teacher orientation programs.
Other Duties as Assigned
QUALIFICATIONS:

Bachelor’s degree or equivalent in job related experience
Experience Required:
Skills : proficient in WORD and intermediate to advanced level skill in Excel; coordination; drafting and proof reading correspondence; active listening; high degree of tact and social perceptiveness; judgment and decision making; ability to take the initiative and work semi autonomously; ability to establish a reputation for dependability and reliable fulfillment of responsibilities and obligations
Knowledge: knowledge of principles and procedures for staff recruitment, selection, compensation, labor relations, negotiations, and HR information systems; managing electronic files and data bases, designing forms, rules of composition and grammar; clerical and administrative procedures; speaking clearly to others to convey information; time management; problem solving and critical thinking; maintain current basic knowledge of various employment laws including but not limited to: FMLA, ADA, wage and hour, employee records and privacy
Ability : performing day to day administrative/clerical tasks; processing information i.e. compiling, coding, categorizing, calculating, tabulating, auditing, or verifying information or data; organizing, planning and prioritizing work; logical reasoning; documenting /recording information; communicating with various audiences by phone, e-mail, written correspondence; or in person; establishing and maintaining interpersonal relationships; maintaining composure , demonstrating tact and professionalism in stressful and sensitive situations; comprehension and application of complex legal and regulatory terms and requirements; communication and explanation of complex information verbally and in writing in terms understandable to the lay person
