Summary This position is part of the DOI, OS, ONRR, DD, SRM. The final determination of the duty station for this position will be made by the selecting official at the time of the job offer. Flexibilities to work remotely in a virtual posture may be considered under the guidance of ONRR's remote work policy which will be provided as necessary based on duty station determination. The actual salary will be based on the geographic location on selectee(s) location, grade, and step. Responsibilities Provides expert employee relations advisory services that are legal and technically sufficient, including preparing disciplinary and adverse actions. Reviews complex, multi-issued and multi-party complaints and grievance, conducts fact finding to advise management of alternative and optional approaches to resolve the situation. Develops policies and procedures on employee relations and performance management to effectively address matters ensuring compliance is in accordance with law, rule, regulation, and case law. Requirements Conditions of Employment U.S. Citizenship is required. Suitable for Federal employment, determined by background investigation. Direct Deposit of pay is required. Selective Service registration required for male applicants, unless exempt. Status candidates must meet time-in-grade (see Qualifications). Qualifications At the GS-13 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position includes: developing expert-level strategic approach and recommendations and consultation on highly complex and sensitive Federal civilian employee relations matters, such as EEO, MSPB, adverse actions; developing and implementing Federal employee relations policies, consultation with legal adviser, i.e. general counsel, solicitor; experience interpreting and applying 5 CFR 752 and 5 CFR 432; and research and development of ER related policies and procedures. Only experience obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Stipulations of Employment: Selection may require completion of a 1-year probationary period. If selected, the position to which you will be appointed is subject to a financial disclosure report requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) as applicable within 30 days of your appointment. In addition, DOI (Office of the Secretary) and Office of Natural Resources Revenue (ONRR) employees are further restricted concerning their holdings of Federal lands and resources administered or controlled by the Department of the Interior. This includes holding stock in corporations engaged in mining activities on Federal lands (e.g., oil, gas, coal, alternative energy resources, etc.).
