  What You Will Do

  Work for one of the world's most innovative and creative multidisciplinary research institutions engaged in strategic science on behalf of national security. Los Alamos National Laboratory (LANL) is looking for an experienced Senior Labor Relations Specialist to join our Labor Relations team. Reporting to the Manager of Labor Relations, the Senior Labor Relations Specialist will be responsible for creative problem solving involving complicated labor-management matters.

  This position will be filled at either the Labor Relations 3/4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level

  Senior Labor Relations Specialist 3 (99,200 - 164,100)

  In this dynamic role, you'll be the face of the Laboratory in meetings with managers and Labor Representatives, tackling discipline, grievances, and jurisdictional disputes with a positive approach. Your portfolio includes mediations, arbitrations, and unemployment hearings. As the point person for workplace investigations, you'll handle allegations of misconduct with promptness, thoroughness, and a commitment to neutrality. This covers a range of issues, from harassment and discrimination to safety violations and breaches of labor agreements.

  Your role extends to advising and collaborating closely with managers on employee matters, ensuring counseling, discipline, or termination align with labor agreements, LANL policy, and the craft employee handbook. You'll also be a guiding force for managers, clarifying their rights and obligations under labor agreements and Laboratory policies.

  In your senior capacity, you'll dive into complex jurisdictional disputes, providing in-depth analysis and recommending effective resolutions. Your proactive approach involves initiating corrective action based on a consistent interpretation of labor agreements and past practices. Additionally, you'll play a key role in negotiations, supporting the Labor Relations Manager in securing agreements with Labor Representatives, including major wage and rule rounds of bargaining.

  Beyond this, your involvement in special projects, training initiatives, and labor-management committees is essential for fostering effective contract administration and nurturing positive union relations. Your upbeat and professional demeanor will be a valuable asset in navigating these diverse responsibilities.

  Senior Labor Relations Specialist 4 (119,200 - 201,100)

  Building on the responsibilities outlined at the lower level, at this advanced stage, you become an institutional subject matter expert in Labor Relations. You operate virtually self-supervisory, taking the initiative to handle assignments and tackle significant, unique, or complex issues that demand detailed analysis. Your role involves exercising independent judgment and flexibility in determining the most effective course of action to achieve objectives. This elevated position showcases your upbeat and professional approach as you navigate intricate matters in the realm of Labor Relations.

  What You Need

  Minimum Job Requirements:

  Technical Expertise

  Advanced knowledge of Union Contract administration, including grievance handling, problem resolution and contract negotiations. Expert level knowledge of legal requirements affecting Labor relations administration, such as: NLRA, Title VII of the Civil Rights Act, NMHRA, ADA, FMLA, etc.

  Advanced experience and demonstrated skill in conducting research, investigating factual allegations, and recommending effective solutions to problems affecting Labor relations administration.

  Advanced written and verbal communication skills.

  Ability to exercise good judgement and appropriate discretion. Ability to work under pressure and defuse emotions in difficult situations.

  Excellent interpersonal and customer service skills.

  Communication

  Excellent written and verbal communication skills. Experience with drafting complex written reports. Proven ability to interact effectively with all levels of internal and external personnel, including senior-level personnel.Tact and Time Management

  Ability to exercise good judgment and appropriate discretion in matters of high sensitivity. Experience in defusing emotions and managing conversations in difficult situations. Ability to work under pressure, often under tight deadlines.Additional Job Requirements for The Labor Specialist 4:

  In addition to the requirements outlined above, qualification at the higher level requ i res: A level 4 to operate at an expert level in all of the above.

  Education/Experience at lower level: Position requires a bachelor's degree and a minimum eight (8) years of related experience, or an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

  Education/Experience at higher level: Position typically requires a bachelor's degree and a minimum twelve (12) years of related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be expected.

  Desired Qualifications:

  Ability to obtain and maintain a Q Clearance

  Position Commitment:

  Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

  Additional Details

  Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

  Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) for additional information.

  New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

  Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
