Denver Urban Renewal Authority (DURA) has a current opening for a HousingManager. This leadership position will perform a variety of professionalduties related to the administration and management of all affordable Housingprograms and will oversee the loan and rehabilitation functions of the Housingdepartment. This key position will track and monitor contract administrationand portfolio management including budgeting, marketing and coordinationwhile maintaining compliance with applicable laws and regulations.
ESSENTIAL DUTIES:
Track and Monitor Rehabilitation and Construction of DURA Housing Programs:Track and monitor all field operations of Rehabilitation Specialist(s) forall Housing programs.Maintain quality control processes for all rehabilitation projects for allHousing programs.Coordinate any conflict resolution with clients, rehabilitation staff,and/or contractors as necessary.Oversee the contractor recruitment process to ensure that the Authority has asufficient pool of contractors.
Track and Monitor Loan and Grant Management of DURA Housing Programs:Lead, supervise, and direct the Housing department staff.Develop and track program budgets for each program administered; compileand/or approve monthly, quarterly, and annual reports.Approve loans, audit loan files, provide guidance and advise on complexloan issues.Oversee the management of the housing loan portfolio.Support agency housing programs with other public and private agencies.
Administrative and Marketing Duties:Management, administration, budgeting, coordination, and marketing ofa variety of housing programs.Coordinate housing program marketing in conjunction with the Authority'scommunication consultants and the Director of Community Investment.Prepare requests for proposals and assist with contract negotiation inaccordance with the Authority's procurement policy and guidelines.Serve as primary point-of-contact for City departments and local housingagencies and respond to all inquiries regarding the Authority's housingprograms.Manage Neighborly CRM system and data integrity therein.Act as a representative of the Authority in public settings.Work closely with the Director of Community Investment in program development.Prepare reporting to the Director of Community Investment as needed.Participate on committees and special projects as required.Perform other duties as assigned.
Knowledge, Skills & Experience:Excellent communication skills (verbal and written); ability toeffectively communicate in public.Strong supervisory and leadership skills; demonstrated ability to buildproductive teams of staff performing varied functions.Considerable knowledge of the principles and procedures of residential realestate lending and residential construction.Considerable knowledge in analyzing and administering contracts andagreements.Experience in budgeting, budget management and/or public finance.Ability to write reports and present complex information in a concise andunderstandable format.Demonstrated ability to work with governmental and private sector agencies.Demonstrated ability to successfully work in a sensitive political environmentand deal with sensitive situations with tact and diplomacy.
Education - Bachelor's degree in Business, Finance, Real Estate,Public Administration or related field preferred. One year of relevantexperience may be substituted for each year of required education.
Experience - Our ideal candidate will have five years' experience managingaffordable housing programs, construction and loan management andsupervising staff as well as experience working in ommunity Development,Finance or related field.

Salary and Benefits$76,681 to $115,022 DOE
