  The Division of Housing (DOH) partners with local communities to create housing opportunities for Coloradans who face the greatest challenges in accessing affordable, safe, and secure homes. DOH supports projects ranging from homelessness prevention to homeownership. Our work includes:

  Increasing and preserving Colorado's inventory of affordable housing.

  Managing rental assistance vouchers.

  Creating and supporting collaborative approaches to end homelessness.

  Regulating mobile home parks and the construction and installation of factory-built structures.

  Office of Homeless Initiatives (OHI)

  Division of Housing (DOH) Office of Homeless Initiatives (OHI) works with local, state, and federal stakeholders to build, promote, and support collaborative approaches to make homelessness rare, brief, and one-time in Colorado. OHI’s vision is to advance solutions that combine affordable housing with accessible services so no one languishes in homelessness. OHI’s mission is to work with community partners to create a robust continuum of efficient and effective solutions that reduce and prevent instances of homelessness and ensure that every Coloradan has a safe place to call home.

  Position Summary

  Colorado Balance of State (BoS) Continuum of Care (CoC) is the federally recognized CoC for the Colorado BoS region, which is made up of 10 subregions, including 54 counties. The purpose of forming the BoS CoC was to combine efforts of multiple BoS communities and improve the ability of Colorado’s non-metro and rural counties to compete for funding. The mission of the BoS CoC is to coordinate the planning and implementation of a housing and services system that meets the needs of individuals and families experiencing homelessness within the BoS region, with the ultimate goal of preventing and ending homelessness. Additionally, the BoS CoC is responsible for fulfilling the federal requirements outlined in the CoC Program Interim Rule at 24 CFR Part 578. The BoS CoC is one of four Colorado CoCs.

  The U.S. Department of Housing and Urban Development (HUD) requires each CoC to select a Collaborative Applicant to fulfill various responsibilities, including but not limited to submitting the CoC’s registration, facilitating the competition for CoC funds, preparing and submitting the Consolidated Application, applying for CoC planning funds, and additional responsibilities documented in the CoC’s Governance Charter. In 2023, the BoS CoC Governing Board selected the Division of Housing as the BoS CoC’s Collaborative Applicant. Additionally, the BoS CoC Governing Board selected the Division of Housing as the Homeless Management Information System (HMIS) Lead Agency. This Homeless Programs Specialist for the BoS CoC is primarily focused on the Division of Housing’s Collaborative Applicant duties.

  Job Duties

  The Homeless Programs Specialist, Balance of State (BoS) Continuum of Care (CoC) will report to the BoS CoC Program Manager. Specific duties include but are not limited to:

  Facilitation, Communication, and Collaboration:

  Implements and facilitates BoS CoC goals and strategies using a strengths-based and collaborative approach

  Initiates and maintains relationships with non-profits, governments, technical assistance providers, lived experience advisory groups, CoC members, and others to implement best practices that end and prevent homelessness

  Coordinates HUD’s Notice of Funding Opportunity (NOFO), the Point-in-Time Count, and other annual CoC activities

  Represents the CoC in both one-on-one and group communications: facilitates committees, participates in meetings, prepares and delivers presentations, and responds to CoC inquiries

  Collaborates with relevant committees, staff, and other CoC partners to strengthen the Coordinated Entry System and/or other processes

  Researches, interprets, and updates partners about regulatory changes and requirements

  Establishes and follows through on action steps to help the CoC and its partners meet goals and measure progress

  Assists with communications, such as drafting website content, announcements, and newsletters

  Program Management and Compliance:

  Applies knowledge of federal CoC regulations and other governing documents to create processes that ensure CoC compliance

  Remains up-to-date on HUD requirements, interprets federal and state requirements, and communicates to community stakeholders, as applicable

  Directly manages grants to ensure grant compliance and performance

  Consults with CoC recipients, Emergency Solutions Grants (ESG) recipients, Youth Homelessness Demonstration Program (YHDP) stakeholders, and other partners regarding project performance and standards

  Implements Notice of Funding Opportunity (NOFO) and Point-in-Time Count requirements, which involves reviewing and understanding requirements, tracking and meeting deadlines, coordinating with partners, and disseminating information to the public

  Regularly reviews and updates written policies and procedures

  Tracks documents in an organized manner and applies strong record-keeping strategies

  Capacity-Building and Training:

  Identifies, recommends, and implements capacity-building strategies across the region

  Identifies learning opportunities and creates processes that foster continuous learning and knowledge-sharing within the CoC

  Designs and delivers training methods that expand knowledge about homelessness, best practices, CoC governance, federal regulations and requirements, and other relevant topics

  Identifies and corrects non-compliance by implementing effective processes, policies, or procedures

  Researches, remains up-to-date, and disseminates information about both programmatic best practices and regulatory compliance

  Supports and strengthens existing committees, work groups, and leadership structures

  Implements strategies to create new structures and/or engage new partners

  Special Projects:

  Additional or adjusted responsibilities and special projects, as identified by DOH

  MINIMUM QUALIFICATIONS:

  Must meet one of the following or any combination of experience/education to meet the qualifications:

  Education and Experience:

  Bachelor's degree from an accredited institution in Social Work, Public Policy, Political Science, Human Services, Public Health, Behavioral Health, Non-Profit Management, Community or Urban Planning, Sociology, Public Administration, or other comparable field as determined by the department.

  AND

  Two years of professional experience with housing or homelessness programs, community-based organizations, initiatives for rural and non-metro communities, and/or coalition-building.

  Substitutions:

  Additional appropriate education from an accredited institution in Social Work, Public Policy, Political Science, Human Services, Public Health, Behavioral Health, Non-Profit Management, Community or Urban Planning, Sociology, Public Administration, or other comparable field as determined by the department will substitute for the required experience on a year-for-year basis.

  OR

  Additional professional experience with housing or homelessness programs, community-based organizations, initiatives for in community organizing in rural and non-metro communities and/or coalition-building will substitute for the degree requirement on a year-for-year basis.

  Experience bringing together a diverse group of organizations and community members to advance a shared goal

  Experiencing elevating the voice of lived experience of homelessness, housing, or related systems in program design and implementation

  Experience creating and delivering trainings and technical assistance to multiple audiences

  Knowledge of homelessness response systems, housing programs, and/or best practices used to end and prevent homelessness

  Experience with the Continuum of Care (CoC) program, Emergency Solutions Grants (ESG) program, Youth Homelessness Demonstration Program (YHDP), or other federal or state programs

  Required skills and competencies
