  Summary This position is located in the Department of Health and Human Services, Administration for Community Living, headquartered in Washington, District of Columbia. The complete Application Package must be submitted by 11:59 PM (EST) on the closing date of this announcement Responsibilities WHAT YOU'LL BE DOING DAY TO DAY As a Grants Management Specialist (Recent Graduates), you will use your knowledge of and experience with Administration for Community Living to optimize business results and customer experience by: Performing a variety of duties designed to further training and development in the pre-award, award, post-award and close-out functions of the financial assistance program. Receiving training under the guidance and direction of a higher-graded grants management specialist in the administration, modification and termination of financial assistance actions and budget analysis functions. Using desktop computer systems and mandated automated software to create a variety of standardized documents. Preparing correspondence and maintaining databases. May use database or spreadsheet software for standard reports. APPLICANTS PLEASE NOTE: This announcement is open for ten workdays or until the first 150 applications have been received. Requirements Conditions of Employment Qualifications Minimum Qualifications: For GS-05: A. Must have at least a 4-year course of study leading to a bachelor's degree in any field of study from an accredited college or university. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. OR B. Must have three (3) years of general experience, one (1) year of which was equivalent to at least GS-4 grade level in the Federal service that includes composing documents or correspondence; proof reading, editing, and/or writing; summarizing materials, discussions and meeting notes; creating and/or managing records. For GS-07: A. Must have at least one year of specialized experience, equivalent to the GS-05 grade level in the Federal service that includes supporting staff with monitoring, reviewing, tracking actions, and required documentation. OR B. Must have at least one (1) full year of graduate level education from an accredited college and/or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR C. Must have a bachelor's degree and meet Superior Academic Achievement (SAA) criteria. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or .3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. These honor societies can be found at: http://www.achshonor.org/. OR D. Must have a combination of experience as described in "A" above and education as described in "B" above. For GS-09: A. Must have at least one year of specialized experience, equivalent to the GS-07 grade level in the Federal service that includes ensuring that grant awards are negotiated, awarded and administered in accordance to requirements; evaluating grantee proposals to review grant announcements and conduct routine cost analyses or proposals; monitoring grantee financial reports and responding to grantee questions and inquiries. OR B. Must have at least two (2) full year of graduate level education from an accredited college and/or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. OPM Qualification General Policies Website Education PATHWAYS - RECENT GRADUATE - ELIGIBILITY REQUIREMENTS: Applicants MUST MEET the following eligibility requirements to participate in the Pathways Recent Graduate Program: - Have completed, within the last two (2) years as of the closing date of this announcement, a qualifying associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying education institute. - Veterans who were unable to apply within two (2) years of receiving their degree, due to military service obligation, may be extended up to six years. Note: You must submit transcripts (unofficial or official) and/or a letter from an education institute stating that you have meet all degree requirements; to be considered eligible for the Pathways Recent Graduate Program. Official transcripts will be required prior to an official job offer, if selected for this position. Note: Applications can be accepted from students who expect to complete qualifying education within 9 months from the date of application. Education was completed successfully before the applicant can be appointed.
