  The USAFE Global Prepositioned Materiel Services (GPMS) Vehicle Management Manager

  POSITION SUMMARY: GPMS Vehicle Management Manager shall enable operations of United States Air Force (USAF) Global Prepositioned Materiel Services (GPMS) for United States Air Forces 9th AFCENT Areas of Responsibility (AOR). The range of serves and support include storage, maintenance, out load, reconstitution, exercise, and contingency logistics support. In addition, responsibilities include maintenance and repair (M&R) of Government Furnished Facilities (GFF), Government Furnished Property (GFP), and Government Furnished Equipment (GFE). In some cases, maintenance and repair of GFF may include minor construction (MC) projects. GPMS materiel may include War Reserve Materiel (WRM), or other assets necessary to meet theater prepositioning requirements. The range of services is to ensure success and enable training exercises, theater contingencies, wartime operations, and other specified CCDM priorities. Other locations in the Continental United States (CONUS) or Outside Continental United States (OCONUS) may be included.

  RESPONSIBILITIES:

  Plans, organizes and directs vehicle management activities. Ensures adequate manpower authorizations, personnel, tools, equipment, spare parts, and workspace are available

  Establishes production goals, quality controls, operating instructions, annual budgets and self-inspection programs.

  Maintains liaison with users and supply organizations regarding spare parts requirements. Promotes customer satisfaction.

  Oversees fleet management and analysis, as well as maintenance activities responsible for vehicle repair, analysis, training, parts procurement and contingency planning to ensure effective use of maintenance resources.

  Coordinates on and assists organizations with processing procedures for vehicle authorization changes.

  Ensures accountability for vehicle fleet, tools, equipment, space, supplies and facilities.

  Monitors parts procurement programs to ensure compliance with all applicable guidance. Monitors related contracts and identifies problems to the contract administrator.

  Supervises programs affecting depot level repairs, shipment of vehicles, maintenance priorities, record keeping, material deficiency reporting, preventative maintenance and inspections, special inspections, fleet management, registered equipment management and analysis to ensure regulatory compliance.

  Oversees the collection, control and disposition of hazardous and toxic waste material accumulations, vehicle lease program and vehicle control program.

  Ensures compliance with developed safety practices, policies and standards.

  Periodically inspects maintenance, repair sections, fleet management, analysis and material control.

  Determines operational status and solves complex maintenance, fleet management, supply and personnel problems.

  Analyzes maintenance reports, past and current performance, and inspection reports to ensure cost effective operations, timely preventive maintenance, repairs and rebuilding of vehicular equipment. Identifies unfavorable trends as they occur.

  Initiates corrective actions and revises procedures to improve effectiveness and eliminate deficiencies. Monitors and coordinates on military construction projects affecting vehicle management areas.

  MATERIAL & EQUIPMENT DIRECTLY USED:

  May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull and lift heavy equipment.

  Use of Land Mobile Radios, cell phones, laptop, and other devices to maintain contact and accountability of work activities.

  WORKING ENVIRONMENT:

  Work will be indoors and outdoors.

  Exposure to heat, cold, dust, noise, chemicals may occur.

  Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.

  Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.

  Task specific work environment training maybe provided. Must be prepared to function in a wartime or contingency environment to support U.S. interests.

  PHYSICAL ACTIVITIES:

  Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.

  Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.

  Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.

  Work requires moderate physical exertion including walking to operating areas and walking up stairs

  MINIMUM QUALIFICATIONS:

  5 years’ experience as a vehicle maintenance manager or equivalent position.

  Secret Clearance

  Education/Certifications:

  Completed training in Vehicle Maintenance or related field from military technical school or accredited technical school/college/university.

  Must possess a valid driver’s license to operate vehicles and equipment

  Knowledge is mandatory of: maintenance and fleet management policies and procedures; maintenance analysis activities; contract administration and evaluation; supply and inventory management; publications; technical order and deficiency reporting systems; FMIS; materiel management procedures and allowances standards; training requirements and programs; addressing manpower issues and manning facility requirements; and safety and environmental standards

  Skills:

  Candidate must also meet Theater requirementsPlease Note: Position is contingent upon contract award.
