About Financial Program Analyst (Open to both U.S. Citizens and Federal Employees)

  Summary This position is located in the Office of Academy Financial Management, Office of the Deputy Superintendent, United States Merchant Marine Academy, Maritime Administration (MARAD). This position is established to serve as USMMA Program Performance Analyst and Internal Control Officer (ICO) for financial programs and operations, assisting the Office Director with efforts developing, analyzing, evaluating, and improving the efficiency and effectiveness of USMMA financial management. Responsibilities As a Financial Program Analyst, you will: Assist in the analysis and evaluation of USMMA operating and administrative support programs, performance measures, and initiatives to guide the effective accomplishment of current and future objectives, outcomes, and leadership priorities. Support financial management improvement and corrective actions, including coordination of USMMA actions remediating audit recommendations and identified program/process deficiencies. Communicate orally, and presents briefings, reports, memoranda, and letters, including background analyses and visual aids to fulfill the requirements of the office’s missions, to assist top management decision-making. Articulate concepts in oral and written form demonstrating sound knowledge of the subject matter. The ideal candidate will have experience and working knowledge of managing a program budget; tracking expenditures, monitoring costs, identifying and reconciling discrepancies with advanced competencies in developing/maintaining spreadsheets to support analysis aimed at the efficient and effective use of budget resources in support of the Academy. BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. DRUG TESTING: Varies by position. Individuals tentatively selected for drug testing designated positions will be required to complete testing prior to appointment or placement. GOVERNMENT TRAVEL CARD: Travel will vary by position. If the position requires travel, a government contractor-issued travel card will be issued and must be retained for official business only. FINANCIAL DISCLOSURE: Varies by position. If applicable, the applicant selected is required to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: Varies by position and is determined by the hiring agency. If selected, a one-year or two-year probationary period may be required. If selected, you must complete a one-year supervisory probationary period (unless already completed). FOR DIRECT HIRE CANDIDATES: You must complete a one-year probationary period (unless already completed). FOR GOVERNMENT CANDIDATES: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-07 on Experience, you must have at least one year of experience equal or equivalent to the GS-05 it must include: Experience with administering budget functions for financial operations and/or customer reimbursable programs. Experience in providing analysis, validation, processing and correction of financial transactions involving a full range of financial management services and accounting functions. To qualify for the GS-07 on Education alone, you must have at least 1 year of graduate-level education OR superior academic achievement. • **Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership. • 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. • 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. You can also qualify based on a combination of graduate level education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Financial Analysis: Understanding of financial management by providing training in the analytical evaluative aspects of the work and in the appropriate use of such methods and techniques as qualitative and quantitative financial analysis. Internal Control: Uses internal control concepts and methodologies, especially as they relate to an institution of higher education, and/or non-appropriated funding instrumentalities (NAFIs) of the federal government. Oral & Written Communication: Skill in verbal and written communications sufficient to guide aspects of DOT, MARAD and other Federal agencies policy and objectives. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
