What You Will Do
The Partnerships and Pipeline Office (PPO) is seeking experienced applicants to lead and manage the External Assignments (EA) Program for the Laboratory. PPO is responsible for planning and executing LANL programs that recruit and develop the LANL workforce, support academic engagement, and establish regional and federal partnerships. The External Assignments Office resides within PPO and executes offsite assignments that support Weapons, Global Security and Science/Energy Programs for the Laboratory.
Reporting to the PPO Senior Director, the EA Program manager will lead and manage LANL Offsite Assignments which provide unique scientific and technological expertise to external federal, state, and private institutions. This program manager is responsible for developing and implementing all Change of Station (COS), Intergovernmental Act (IPA) assignments to federal agencies such as DOE/NNSA, DOD, and NASA and coordinating the agreements to provide technical expertise and personnel to the International Atomic Energy Agency (IAEA).
The successful candidate for this position will oversee all day-to-day administrative and operational activities and functions within the Program, integrate with LANL line and program office and coordinate with a broad set of external sponsors and LANL support offices e.g., HR, Finance, to define and execute assignments to eligible sponsor organizations. The EA Program Manager coordinates program execution with the External Assignments Strategy Council (EASC) to report program status, discuss program strategy, and proactively respond to DOE/NNSA questions and guidance.
The selected candidate will:
Represent the Laboratory as the primary point of contact for the External Assignments Program Office for internal stakeholders and external sponsors negotiating offsite assignments.
Lead the preparation of all documentation for new Offsite Assignments and extensions to existing assignments for submission to LANL Senior management and the DOE/NNSA for approval.
Routinely engage LANL employees and staff on off-site assignments to address questions, explain assignment expectations and resolve issues relating to ongoing assignments and sponsor interactions.
Manage regular program reporting (monthly, quarterly, and annually) to the NNSA/DOE and collaborate with the NNSA Manager, Contractor Human Resources, NA-PAS-212 on the execution of the LANL Offsite Assignment Strategic Plan.
Interact regularly with LANL senior management on new or changing requirements in DOE/NNSA policy and makes recommendations to leadership on assignment related strategy and tactics. Ensure incorporation of any policy modifications into EA Office policies, and documentation templates.
Review, analyze, and incorporate new or changing requirements into processes and procedures, in coordination with appropriate stakeholders. Ensure documentation is consistent with NNSA regulations and LANL current institutional requirements which includes the oversight and currency of organizational forms and templates.
This Program manager will be part of a collegial work environment focused on creative problem solving, where everyone's opinions and ideas are considered, and innovation and creativity are encouraged. The EA Program manager is part of the PPO leadership team and works regularly with the PPO Senior Director and PPO support staff on personnel management, staffing. budgeting and tracking of the External Assignments Program.

Technical Experience
Demonstrated experience with technical or operational areas that align with the DOE/NNSA and laboratory mission and operations.
Experience developing, and implementing, applicable policies, processes, and workflows in a compliance heavy environment.
Experience in managing multiple tasks and/or competing deadlines.
Program and Personnel Management
Demonstrated leadership of projects or programs with diverse stakeholder interfaces and needs, including execution of strategic initiatives, defining priorities, developing program work scope, schedules, and budgets and problem solving.
Leadership of teams and experience coordinating with business organizations (HR, Fin, Ethics) to realize successful program outcomes.
Experience exercising a high degree of discretion, mature judgment, and tact in handling issues of a sensitive nature.
Communication, collaboration, and stakeholder engagement
Demonstrated excellence in oral and written communication to all audiences including staff, leadership, line and program management and external sponsors and stakeholders.
Experience in presenting and communicating to a variety of customer sets; including, preparing clear, concise, and informative reports, presentations, correspondence, and other written materials.
Ability to establish and maintain effective working relationships with internal and external organizations. Proven history of developing partnerships with stakeholders at all levels of leadership.

Demonstrated record of commitment to quality, excellence, and diversity in the workplace.
Education/Experience:
Position requires a bachelor's degree from an accredited institution and 8 years of directly related technical and project management experience; or an equivalent combination of education and experience directly related to the occupation.
At this level an advanced degree may be expected.
Desired Qualifications:
Knowledge of LANL's organization structure and/or DOE and NNSA policies, procedures, and requirements
Knowledge of External Assignment processes and guiding documents including FTR, NAP-540.2 and/or DOE 321.2. Experience working with other NNSA or DOE Laboratories.
Experience measuring program performance, and tracking program progress through data collection and metrics.
Work Environment:
Work Location: The work location for this position is hybrid and is located in Los Alamos New Mexico. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year.

Clearance: Q Position will be cleared to this level. Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
