  Overview

  The Safeguards and Security Division works to provide exceptional environmental, radiation protection,health, safety and security programs and services that enable courageous innovation and discovery.

  Responsibilities

  Provides the technical expertise associated with the operation of the Export Control program In accordance with organization goals. This may include, but not be limited to, all elements of a comprehensive Export Control program:

  Development of company policies and procedures

  Development and maintenance of a peer network of Export Control professionals at DOE Labs and throughout industry, Interpretation of Export Control regulations in the determination of license requirements,

  Performance of sanctioned entity checks and other export control review/determinations,

  Review and approval of associated Laboratory processes and transactions,

  Establishment of assurance mechanisms to effectively measure and assess overall program performance,

  Evaluation of PNNL compliance with internal and external laws, regulations and requirements, using risk-based principles.

  The position is expected to work independently with increasing levels of responsibility. This includes providing appropriate oversight for the implementation and conduct of the Export Control program elements assigned to include strategic planning, risk management and oversight of program implementation. This position will prioritize and provide input to key deliverables.

  The position is expected to appropriately identify and make recommendations to resolve high risk Export Control issues affecting Laboratory strategy. Strong working relationships with Lab staff members and management, DOE, Department of Commerce, State personnel and other federal agencies will be established and maintained. May serve as an Export Control Team Lead and give direction to other staff. In this capacity, the incumbent must be able to rapidly mobilize resources to address pressing Export Control initiatives while setting a positive example for productive team work and accomplishment of objectives important to Laboratory outcomes.

  Qualifications

  Minimum Qualifications:

  BS/BA and 5 years of relevant experience -OR-

  MS/MA or higher and 3 years of relevant experience

  Preferred Qualifications:

  Experience with export control regulations

  Export Classification

  Researching and understanding US laws and regulations

  Hazardous Working Conditions/Environment

  Pacific Northwest National Laboratory is subject to the Department of Energy Unclassified Foreign National Access Program site, information, technologies, and equipment access requirements.

  HSPD-12 PIV Credential Requirement

  In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

  Mandatory Requirements

  Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.

  USD $83,200.00/Yr.
