Reference #: 1027Job Summary:The Business Services and Outsourcing (BSO) Public Housing Finance Consultant is responsible for leading accounting relating engagements in collaboration with BSO Public Housing Finance leadership.
Job Duties:Applies knowledge and understanding of HUD regulations and guidelines, and documents and communicates the applications of these principles as neededMakes constructive suggestions to improve client programs and housing policiesReviews workpapers and other work products that meets the client's requirements and BSO PHA quality standardsAssists in managing budgets on BSO PHA Finance engagements to complete work timely and within clients' expected costApplies comprehensive knowledge of Capital Fund Program, Housing Choice Voucher Program, Low Rent Public Housing Program, Ross Program, Hope VI, Business Activities, Component Units, and applicable State/Local Programs to draw conclusions and form an opinion on a target issueSupervises and reviews the work of consultantsResearch program regulations, new HUD notices, and present findings to clientProvides basic and advanced accounting services to clients including year-end and monthly reconciliation, preparation and submission of FDS, financial reporting, etc.Leads the preparation and submission of Federal and local housing subsidy applications and federal funding for programs for clientsOther duties as requiredSupervisory Responsibilities:Coaches less experienced consultantsProvides verbal and written performance feedback to ConsultantsSupervises the work assignments of Consultants with engagement team
Qualifications, Knowledge, Skills and Abilities:Education:Bachelor's degree in Accounting or other relevant field requiredExperience:Four (4) or more years of prior experience in public accounting requiredOne (1) or more years of prior supervisory experience preferredLicense/Certifications:CPA preferredActively pursuing completion of CPA licensing requiredSoftware:Proficient in Microsoft Office Suite, specifically Word, Excel and PowerPointPrior experience with various assurance applications and research tools preferredLanguage:N/AOther Knowledge, Skills & Abilities:Solid understanding and experience planning and coordinating the stages to perform an audit of a basic public and/or private companyKnowledge of internal accounting controls and professional standards and regulationsStrong verbal and written communication skills with the ability to adapt style and messaging to effectively communicate with professionals at all levels both within the client organization and the firmAbility to successfully multi-task while working independently and within a group environmentSuperior analytical and diagnostic skills and ability to break down complex issues and implementing appropriate resolutionsCapable of working in a demanding, deadline driven environment with a focus on details and accuracyUnderstanding of HUD Grant Programs and related rules and regulationsSolid project management skills
