Kairos Youth Services Job DescriptionJob Title Executive DirectorDepartment AdministrationExempt EmployeeDate January 3, 2024Job SummaryThe Executive Director (Director) of Kairos Youth Services (Kairos) is responsible for the supervision of all Kairos programs and employees in areas of day-to-day business. Provides professional guidance and direction to maintain and improve the quality of services offered to youth, placing agencies and other community representatives to ensure the programs effectively meet the needs of youth. Performs complex duties of administration, supervision, and planning to ensure all licensing requirements meet or exceed state guidelines. Spends considerable time overseeing staff interactions with youth, directing staff in the operation of programs, coordinating services, training staff, reviewing youth files, reviewing oral and written reports from staff, scheduling of employees, approving employee leave and engaging with placing agencies, associated professionals, youth, and families. Establishes monthly and annual budgets, fulfills financial and programmatic reporting requirements. Develops and updates policies and procedures, implements strategic plans and leads planning committee meetings, creates employment opportunities, meets with new employees to complete required paperwork, and submits background checks to ensure organization complies with all applicable regulations, laws, and licensing requirements. The Director must establish effective working relationships with the Board of Director's, staff, and youth. Coordination and exchange of information with fellow employees and employees on different shifts is essential. The Director will be required to work hours that are flexible to effectively supervise employees and youth on all shifts, attend meetings, conferences, and workshops to enhance knowledge of up-to-date youth practices and supervision, and participate in mandatory CPR/First Aid, Naloxone and MANDT training.Distinguishing Class FeaturesThe work is structured by time schedules, policies, established methods and techniques. The Director works under the general supervision of the Kairos Board of Directors. Work hours must be flexible to carry out organizational needs required by a 24/7 operation.? Develop and evaluate programs for youth and train staff in the implementation of these programs in a seven day a week twenty-four hour a day operation.? Ensure all staff have the necessary information to successfully carry out their duties, includingoverview of policies and procedures, youth rules, behavior management program, etc.? Review and approve all contracts for services, including monitoring contract compliance for all programs and employees.? Approves system implementation related to budget/costs and contractual requirements.? Reports on the organization during the monthly meeting of the Board of Directors.? Work with Board of Directors, staff, and other stakeholders to ensure programs and activities utilized are accomplishing the mission of Kairos.? Ensure that services and funding relationships are robust enough to meet or exceed strategic goalsand objectives.? Act as the representative of Kairos by planning and implementing public relations activities in the social services community and to the general public to gain collaboration or support.? Identify and solicit major and planned donations, and relationships with foundations,corporations, individuals, and community organizations.? Creates and oversees the distribution of marketing materials and ordering and disbursement of organizational supplies.? In emergency situations, will temporarily fill in for other key staff in the event of their absence.? Inform and update placing agencies in the surrounding area of the services Kairos provides.? Review and formulate goals for Kairos at least annually and translate them into measurableobjectives.? Hold quarterly, or as needed, meetings with all employees to discuss issues pertaining to theorganization, to facilitate communication and discuss programming.? Work with staff to de-escalate youth and be subject to unpredictable behavior of youth.? Train, assign, supervise and evaluate the work and activities of all employees.? Provide guidance to youth on appropriate social behaviors, anger management and conflict resolution.? Oversee Title I program.? Monitor security precautions that ensure the safety of youth, staff, and the community, andoversee the camera system,? Perform other duties as required or assigned.Fiscal? Prepare and lead monthly, quarterly, and annual budget reviews with program heads to ensure the Missouri River Group Home and the Chafee program are within budget projections.? Submit annual budget to the Board of Directors.? Develops and implements consistent accounting policies, procedures, and operational reportingmetrics.? Write grants and prepare quarterly and annual budget documentation.? Oversees financial services provided by outside accounting agency.? Oversees Credit Card purchases, and ensures receipts are provided to the outside accounting agency in a timely manner for the balancing and paying of monthly statements.? Participates in yearly Work Compensation and annual nonprofit audits.? Reviews timesheets for accuracy.? Maintains thorough and accurate programmatic reporting records.? Oversees monthly Vacation and Sick leave spreadsheet and binder.? Research office and other equipment purchases as needed for Kairos. Set up new computers with software and prepare them for use. Troubleshoot and maintain organizations equipment and keeps track of all software licenses.? Maintains office correspondence and record files, including any home or program managementinformation systems to fulfill financial, billing and program reporting requirements.? Acts as liaison with local placement agencies in securing payment for clients.? Research program/government requirements and regulations.? Answer's correspondence and phone inquiries, maintains donation files and performs other office/clerical duties as requested.Chafee Grant? Oversees required verification of mentor's paperwork. Provides accounting agency a spreadsheet for expenditures including stipends, operating costs, administrative costs, mileage, in kinddonations, etc.? Sign off on mentor's spreadsheets showing remaining stipend funds to track their spending.? Oversees checks or credit card payments for stipends and incentive programs.? Prepares and submits annual budget, submits required paperwork for additional funds when needed.Human Resources? Hire, discipline and terminate staff in accordance with policy.? Fill out and maintain Personnel Action Forms for new employees and for changes to currentemployees.? Maintains Workman's Compensation files, personnel files with background checks, employment paperwork, training, and time sheets as well as unemployment correspondence for ex-employees.? Develops as well as directly trains or schedules training for employees on an annual basis that meets or exceeds licensing standards: MANDT, CPR-I st Aid, Naloxone, and new employee training requirements of 24 hours prior to duty assignments.? Meet with and educate employees on health insurance plans and costs. Add/delete employeesfrom health insurance as needed and maintain Prepaid Health Insurance Liability account.? Maintain log of employee's start dates for end of probation and fringe benefit data.? Creates clear job descriptions and supervises collaborative tasks (projects/meetings) to ensure they are done efficiently and with respect to all parties.Required Knowledge and AbilitiesKnowledge and understanding of:? Youth counseling, behavioral and social learning theories, crisis management, behavior change strategies, conflict resolution, adolescent behavior, youth court procedures and the juvenile justicesys
