Division/Program Summary Description:

The Bureau of Awareness, Action, Response and Engagement (BCAARE) engages and supports community action to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into five offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, Translation and Analytics, and Neighborhood Response Unit. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), NYC Project Hope, Resilience and Emotional Support Team (REST), and the Mayor’s Subway Safety Plan.

Position Summary:

The Bureau seeks an Evaluation Associate who will report to the Director of Office of Data Aggregation Translation and Analytics (ODATA), to support to support Bureau monitoring, evaluation, and research activities. Under direction from the ODATA Director, with latitude for the exercise of independent judgment and initiative, the Evaluation.

Job Duties and Responsibilities:

Develop or support the development of tools to manage, monitor, and evaluate data from existing and new Bureau-wide initiatives.

Collaborate with the ODATA Director, BCAARE leadership, and program managers/staff to plan and execute QI/QA and other evaluation activities. Manuscripts, data matching, and analyses.

Contribute to data collection, including quantitative and qualitative data, data management, and maintenance of data accuracy.

Support the organization of data, including developing data collection tools, assisting with database creation, developing data entry procedures, and preparing preliminary documentation.

Conduct ongoing quality checks of process and outcome data during regular monitoring and reporting.

Extract, clean, manipulate, organize, and analyze data using R, SAS, Excel, SQL, and other platforms.

Prepare regular reports for internal or external stakeholders and support reporting of programmatic data, including regular, ongoing reports and ad-hoc data requests.

Contribute to the design of data management, monitoring, and evaluation plans, study protocols, questionnaires, and surveys.

Preferred Skills:

Experience practicing public health and working across systems to further a public health approach to mental wellness.

Experience with programs serving people who have mental health or substance use issues.

Experience with statistical software such as SAS. R SPSS, and SQL.

Experience with quantitative data, including the ability to read, interpret and synthesize epidemiologic and other scientific literature.

Be proficient in Microsoft Office (e.g. Word, Excel, and PowerPoint)

Be able to multi-task in a fast paced, high volume environment.

Experience with data visualization and dashboards, for example with Power BI and Tableau.

Have an MA/MS/MPH in public health, statistics, or a related social science or health care field with a focus on quantitative research or BA/BS with experience in program evaluation and/or research.

Qualifications

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
