  **Experience in PK-12 special education required.

  Responsibilities Include -

  Administrative consultant provides support for the Bureau of Evaluation and Eligibility, specifically supporting Education Program Consultants. Provide leadership for the Bureau of Evaluation & Eligibility. Provide guidance, coordination and oversight for federal and state programs related to special education identification and eligibility determination including regulation, technical assistance, data and accountability. Work in cooperation with the Bureau Chief to direct and evaluate programs provided to districts and schools.

  Provide support, technical assistance and monitoring related to the ten standards by which students are identified and evaluated for special education under the Individuals with Disabilities Education Act and state law. Iowa's eligibility standards are as follows: 1. Qualified professionals must be part of all decisions about a child’s special education eligibility. 2. All special education decisions are based on sound data. 3. When a public agency suspects that a child might have a disability that might require special education, the agency seeks parental consent for an initial evaluation. 4. Children and parents receive procedural protections whenever special education eligibility is questioned, reviewed, or established. 5. Evaluations are fair, thorough and comply with the requirements of special education law. 6. To be eligible for special education, a child must have a “disability.” 7. If a child’s low performance is due to lack of opportunity to learn or due to cultural or language difference, the child does not have a “disability.” 8. A child’s disability must cause a need for special education before the child is eligible for special education. 9. A child’s evaluation determines and describes the eligible individual’s special education needs. 10. If a child is eligible for special education services, the child’s IEP team uses evaluation data to draft an IEP that addresses the needs identified in the evaluation.

  Provide support, technical assistance and general supervision over the administration of special education programs provided in the public schools and compliance monitoring procedures in state operated special education programs and Department of Human Services.

  Provide leadership, support, technical assistance and monitoring of IDEA Part B and C statute and regulations over the educational programs provided to students with disabilities in public schools and state operated programs.

  Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus and the institutions and programs it oversees.

  Support the Director, Special Education Deputy Director and Bureau Chief's priorities through performing other duties as assigned.

  Minimum Qualification Requirements

  Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.

  2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.

  3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.

  4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
