Group Definition: Data Management Specialists (Natural Sciences) use abackground in the natural sciences as they assist in the population,maintenance, enhancement and distribution of databases. They locate,obtain, standardize, enter, verify, and correct various data setsrelated to project goals and work plans. Position/Project Specifics:Lead work on supporting users of the electronic fish ticket (eTix)database system, answering queries and problem-solving user issuesincluding: account maintenance, resets, new accounts and other issues.Assist Project Manager in development of help desk functions for Vtrax(vessel logger database and dashboard), and Electronic Log books(eLogs). Assist Project and Senior Program Managers in work on on-goingdevelopment of the eTix database system, implemented by subcontractorswho are responsible for the core programming aspects. This includesdesign and implementation of maintenance and improvements. Conductgeneral data analysis in response to data requests as needed; databasesinclude eTix, eLogs, Vtrax, EM, and others. Support Fishery InformationNetworks (FINs) in data management functions including: Data analysisfor Pacific Islands catch and dealer data Support for offshore energyspatial analyses Perform data quality checks and participate in theplanning and development of a FIN quality management system Developmetadata standards to describe the context and characteristics of thedata Integrate data from different sources to create comprehensivedatasets Work closely with IT teams to ensure the proper functioning ofdata management systems Collaborate with researchers to understand theirneeds and provide customized data solutions Track progress on projectsand assist in compiling progress reports Essential Functions: (Thefunctions listed below are characteristic of the type and level of workassociated with this group and pay band. At the lower end of the range, Data Management Specialists(Natural Sciences): Compile project data into standardized electronicdata formats. This includes accessing filed information and verifyingits accuracy and completeness, performing data entry, electronic datatransfer, editing, and error checking. Extract relevant data which maybe presented in many different text and numeric formats, reports,tables, graphics, or figures. Maintain local versions of datasets inaccordance with established regional database exchange formats andstandards. Maintain a local archive of current and historical reportsand documents. Coordinate the regular transfer of reference materials toarchives and libraries. Familiarity with Geographic Information Systems(GIS) that may include map preparation, geo-referencing biological andhabitat data, maintaining location information tables, editing andupdating hydrography GIS coverages, and maintaining metadata for datasets and GIS coverages.
