49168BRReq No.:49168BRJob Description and Qualifications:Under the functional leadership of the Manager - Estimating and at the day to day direction of Proposal Managers, Project Managers, Procurement Manager, Construction Manager, perform the following tasks:
• Take responsibility and perform Electrical, Instrumentation & Telecom (EIT) cost estimate for different estimate class (Class -0, 1, 2) based on business need and stringent timeline.
Under the functional leadership of the Manager - Estimating and at the day to day direction of Proposal Managers, Project Managers, Procurement Manager, Construction Manager, perform the following tasks:
Take responsibility and perform Electrical, Instrumentation & Telecom (EIT) cost estimate for different estimate class (Class -0, 1, 2) based on business need and stringent timeline.
Preparation of E&I Construction Bid Breakdown (Bill of Quantity) with minimum inputs from Engg disciplines like - SLD, P&ID, Load list, no of instruments.
Prepare Inhouse cost estimation for the Construction Package (Base on Direct Indirect cost)
Self-perform various factored estimates based on past reference data and limited information on scope by taking care of factors like time, location, currency, scope change, etc. in AP specific way and applying industry knowledge.
Attend estimate kick-off meeting to understand proposal strategy and prioritize work based on bid submission deadline
Study project document like SoW, SLD, P&ID, control system architecture, PFD, plot plans, specs and raise discipline clarifications to Client/internal stakeholders
Alignment with EIT Single Point of Contact (SPOC) of Engineering, Procurement, Construction, Commissioning, IT Infrastructure and Plant Security for discipline cost inputs and ensuring to plug-in the same in excel utility in a Ecosys structure/framework
Cross check the accuracy of the cost inputs, basis, assumption, as per sub-project definition requirements, align as per project scope and business requirements
Reconciliation (True ups) of Construction quantity Vs. PO quantity at the end of the Project.
Preparation of Final Reconciliation (True ups) and signoff the same with subcontracting Team.
Fill gaps of EIT cost inputs based on the experience, available database, benchmarking, regional market trend and mutual agreement with internal team/stakeholders, etc.
Make sure of completeness of the cost estimation w.r.to all EIT cost components and the project scope definitions
Maintain estimate files in a traceable manner; utilized in preparation of the estimate with all backups
Adaptable and conversant with various estimation tools, database methods, benchmarking techniques, etc.
Take initiative to the development of new procedures and database / benchmarking to improve the present cost estimating processes.
Consolidate past and ongoing proposal / project data for linkage of technical / commercial data, develop unit rates / target costs based on different line of business, regions, etc.
Be responsible for ensuring the soundness of all work personally undertaken.
Support all departmental activities, as per the need.
KNOWLEDGE AND EXPERIENCE REQUIRED:
Qualifications - Engineering Degree with analytical skills, techno-commercial acumen
Job Related (Minimum) - At least 6-8 years in a related industry and 5-6 years in discipline cost estimating within the Oil, Petrochemical, Industrial gas industry, EPC/LSTK or in the EPCm companies for related industrial gas or process industry.
Additionally,
A Cost Estimator should have proven experience of producing realistic estimates and capable of organizing the work for major projects. The ability to demonstrate a good working knowledge of estimating, financial, contractual and technical matters is a top priority. It is desirable to have a fast grasp of management systems and procedures.
In-depth knowledge of E&I Tech documents – SLD, P&ID, Instrument Index, Load list etc.
Knowledge about Substation charging activities, DCS/control system & loop check activities will be plus.
Good communication, interpersonal, motivational and organizational skills are required.
Standardization, database system and benchmarking experience.
Commercial acumen, analytical skills and business alignment
Computer literacy and proficiency is essential.
