This position is responsible for the creation of new analytics, visualizations, and identifying new and existing trends that help advance Diversity, Equity, Belonging, Inclusion, Justice, and Antiracism (DEBIJ-AR) within the Department of Human Services. The incumbent will be able to gather data sets from across the agency to identify and monitor disparities. They will need to be able to create and maintain dashboards from the data sets working closely with the various data and communication teams across the agency. They will combine their data collection and analysis with research to provide guidance and expertise to the Commissioner, Executive Management, and Senior Strategy Teams with the goal of improving and maintaining accountability to our DEI and Antiracism goals. The incumbent will work in partnership with the Policy Analyst to independently engage internal and external stakeholders to improve agency-wide employee specific performance and outcomes. This position is housed in the Office for Equity and Inclusion (OEI) but will be working across the agency to be able to identify and collect all data that is applicable to the work.
Some Responsibilities Include:
To lead the advancement of DEBIJ-AR by leading agency-wide analytics and developing, building, and maintaining an equity database that can be utilized by identifying trends, creating dashboards, and providing insight as a subject matter expert. Identify new datasets that can be used to track metrics for the Office for Equity and Inclusion. The incumbent will collaborate agency-wide and externally with counties, tribes, and other stakeholders to support analytics, evaluation, and make program and policy recommendations. This role includes the coordination of a strategic approach to agency-wide analytics to better target outcomes for both internal and external audiences.
Act as the Subject Matter Expert in and around the area of data. This includes equity-based data collection, antiracism-based data collection, reviews, identifying systemic issues, dissemination of information, policies, and procedures around data. This role requires a deep understanding of how to equip decision makers to make evidence-based and data-informed policy. Make policy and action recommendations to senior level agency, county, tribal, and program staff based on research and analytics. Provide technical recommendations internally and externally to facilitate best practice data management and evaluation strategies.
Serve as a member of Chief Equity Officer’s senior management teams and provide strategic advice to the DHS’s senior leadership on external communication needs.
Minimum Qualifications

Three (3) years specialized professional experience demonstrating expertise in business analytics.
Experience must include:
Practical understanding of data retrieval interpretation and verification.
Project management skills to manage, evaluate and apply improvement methods.
Researching, data analysis skills to collecting, and tracking equity-based data for developing metrics and presentations.
Knowledge of computer hardware systems and peripherals along with being skilled at MS Office Suite programs: Word, Excel, PowerPoint, Outlook, and MS Teams.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures
In-depth knowledge of diversity, equity, belonging, inclusion, justice, antiracism issues and trends.
Facilitator for group discussion to provide guidance and technical assistance with internal and external stakeholders.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
