The Work Unit
The mission of the Prevention Services Division (PSD) is to improve the health, well-being, and equity of all Coloradans through health promotion, prevention, and access to health care. PSD works with public and private partners/stakeholders and funders across Colorado to improve the health of all Coloradans. Division professionals apply a population health and equity lens to their work, implementing evidence-based and informed strategies within a framework of performance management to optimize equitable health outcomes. The Epidemiology and Evaluation Branch provides epidemiological, surveillance, and evaluation support to the Violence and Injury Prevention-Mental Health Promotion (VIP-MHP) Branch, the Office of Suicide Prevention, and the Office of Gun Violence Prevention in the Prevention Services Division. The evaluation and epidemiology teams collaboratively make data useable and accessible with programs and communities to make decisions to advance
social justice and equity through public health work, understand risk and protective factors that influence multiple outcomes, and ultimately improve health. The branch informs and improves the prevention and intervention efforts of programs that fund the Branch, resulting in data-driven decisions. The Branch accomplishes this purpose by conducting epidemiologic studies, such as population-level analyses of observational data; program evaluation, such as process and outcome evaluation; and managing the Healthy Kids Colorado Survey used for epidemiologic studies and program evaluation. The Branch works closely with other programs in the Prevention Services Division, yet provides independent assessments and evaluations that inform decision making for program implementation.
The Position
This position exists to provide overall management, supervision, and leadership of the work of the Epidemiology and Evaluation Branch by establishing the work culture and environment, operational principles, work plans, and budgets. This position oversees the work of 15 employees by overseeing the work of three work units. These units serve the programs of the Violence and Injury Prevention and Mental Health Promotion Branch, the Office of Suicide Prevention, and the Office of Gun Violence Prevention. This position determines staffing arrangements for epidemiology and evaluation work for multiple programs and initiatives, including drug epidemiology, Healthy Kids Colorado Survey, Gun Violence Prevention programs, injury prevention programs, alcohol epidemiology, substance use programs, violence prevention programs, motor vehicle crashes, overdose prevention, suicide prevention, sexual violence prevention, and comprehensive sex education.
This position oversees the quality and accuracy of surveillance and evaluation products. This position serves on the Prevention Services Division leadership team and builds and maintains partnerships with other leaders, divisions, branches, and programs within the division and the department to support the work of the branch and the leadership of the division. This position also builds and maintains strategic partnerships and works effectively to advance the work of the branch. This position serves as the senior evaluator for the evaluation activities of the Overdose Data to Action grant and as the Principal Investigator for the Core State Injury Prevention Program grant. This position provides expert consultation to PSD leadership regarding the scientific evidence supporting public health prevention strategies and the epidemiologic trends of health outcomes impacting populations of Colorado.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Must meet one of the following or any combination of experience/education to meet the qualifications:
Ten (10) years of professional experience in epidemiology, statistics, quantitative and qualitative data analysis, program evaluation or related experience for prevention, public health, or social issues and programs. Experience must include organizational leadership and management in non-profit organizations, government programs, public health programs, or similar fields. OR
Graduation from an accredited college or u niversity in public health, epidemiology, statistics, data science, social science, or a closely-related field.
AND
Six (6) years of professional experience in epidemiology, statistics, quantitative and qualitative data analysis, program evaluation or related experience for prevention, public health, or social issues and programs. Experience must include organizational leadership and management in non-profit organizations, government programs, public health programs, or similar fields.
Substitutions:
A master's or doctorate degree in public health, epidemiology, statistics, data science, social science, or a closely-related field may substitute for the required experience on a year-for-year basis.Preferred Qualifications and Essential Competencies
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
Experience supervising and managing multiple sections, units, or teams, including supervision of other managers.
Experience serving as a principle investigator, lead evaluator, or lead epideimiologist role for a grant, large project, or program.
Demonstrated experience in applying a racial, health equity, and social justice lens
Experience with grants management, including grant writing, reporting, and budgeting
Experience conducting reviews of the scientific literature, synthesizing the results of the reviews, and making public health program or policy recommendations.
