Job Summary The Solid Waste Environmental Specialist assists in the development of county solid waste policies and programs, implements programs, and enforces solid waste regulations. The Solid Waste Environmental Specialist assists in coordinating the work of county staff, outside consultants, and contractors to provide safe and cost effective management of solid waste and related issues in the county. There is a considerable amount of enforcement of the Solid Waste Ordinance. This position manages several on-going grants and county programs essential to the operation of the department and meeting the county's solid waste policies and goals. This position is under the supervision of the Solid Waste Administrator. Essential Duties and Responsibilities Enforce violations of Sherburne County's Solid Waste Management Ordinance and obtain voluntary compliance through a series of inspections. Prepare inspection reports and track using the Department's database. Prepare cases of non-compliancy to the County Attorney's Office. Perform unscheduled inspections and assist in permitting of land disposal facilities, recycling facilities, septage land spreading sites, salvage yards and composting facilities. Maintain, through Continuing Education Courses, a Type II Landfill Inspector License through the State of Minnesota. License, monitor and maintain records for all solid waste haulers that provide service within the County. Review and approval of special industrial solid waste into Elk River Waste Management Landfill and Vonco II Demolition Landfill for disposal and alternative cover material via a co-disposal review. Managing and Administering Sherburne County's Non-Permitted Site Cleanup Program. Organize County Abatement procedures for site cleanup and assist the Solid Waste Administrator in presenting County Abatement request to the County Board and testifying at District Court as needed Prepare agenda packets for County Solid Waste Advisory Committee meetings and facilitate meetings. Present at SWAC as needed. Present annual reports on County Waste Management Activities. Perform solid waste inspections on new plats in the county and work with the developer and contractor in cleaning up the solid waste prior to plat approval is given by zoning. Provide the public with information pertaining to solid waste disposal, and any other environmental concerns or questions. Author newsletters and newspaper articles. Coordinate the publication of a quarterly Environmental newsletter that is sent to all residents in the County. Review plans and perform final inspection of new and replacement Subsurface Sewage Treatment Systems (SSTS) that are installed within the County. Maintain, through Continuing Education, a Certified Inspector License through the State of Minnesota. Respond to complaints of non-compliant SSTS and prepare enforcement documents as required by MN State Statutes. This includes Public Health Nuisances and failing systems. Communicate with Townships, private businesses, institutional facilities and community groups regarding recycling, waste education, and other waste abatement programs. Manage the County's SCORE Budget and provide for program management of the following County Programs: Household Hazardous Waste Municipal Clean Up Events Public Yard Waste Sites Problem Materials Management (Batteries, Pharmaceuticals, Pesticides/Fertilizers) Grant Management (Solid Waste Abatement Programs such as Source Separated Organics, Non-Profit Paper Recycling Programs and other landfill abatement initiatives) Review Solid Waste Management Ordinance and propose and develop new amendments and policies to the County's Solid Waste Advisory Committee (SWAC) and present recommendations of SW SWAC to the County Board. Perform other comparable duties of a like or similar nature as assigned.
