  Environmental Engineer V – Woburn The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, the preservation of wetlands and coastal resources, and commits to address Environmental Justice and equity for all people of the Commonwealth. MassDEP seeks applicants for the position of Environmental Engineer V (EE V). In this position, and under the direction of the Bureau of Water Resources (BWR) Deputy Regional Director in the Northeast Regional Office in Woburn (NERO), the EE V will serve as Section Chief of the Drinking Water Section and will be responsible for supervising the program operations of the Drinking Water Program including, but not limited to, the supervision of approximately 14 Environmental Analysts and Environmental Engineers. This position will be located at the MassDEP Northeast Regional Office in Woburn, MA. Specific duties for this position include, but are not limited to the following: Assign and manage the review and the processing of Drinking Water permit applications, inspections; and, the review of engineering plans and reports; 1. Issue various approvals related to the Drinking Water Regulations; 2. Interpret and make permitting and compliance determinations on complex drinking water issues utilizing Massachusetts laws, regulations, policies and guidance; 3. Oversee the compliance and enforcement activities within the Drinking Water Program; 4. Oversee the data management and tracking of permit applications, compliance determinations, etc.; 5. Ensure the implementation of relevant environmental regulations, policies, and procedures; 6. Provide technical support to NERO drinking water staff, operators/owners of drinking water facilities, and public officials on a range of issues including water treatment and distribution system approaches; 7. Participate in the policy and program development; 8. Conduct and attend technical, enforcement, and public meetings; and 9. Perform other related job duties as assigned. Preferred Qualifications: * In depth technical knowledge and experience with MassDEP Drinking Water regulations, policies and guidance. * Demonstrated proficiency in reviewing engineering plans and technical reports related to drinking water operations and treatment systems. * Supervisory experience, including planning and assigning work, conducting periodic work evaluations, and motivating staff to work effectively, and demonstrated ability to manage professional staff performing a wide range of technical and regulatory activities. * Ability to manage multiple tasks and meet strict deadlines. * Experience in interacting and coordinating with federal, state and local officials, consultants and general public on Drinking Water Program matters. * Demonstrated ability to collaborate and work in a team. * Enforcement experience preferred. * Demonstrated leadership skills and excellent written and oral communication skills. * Proficiency in using Microsoft Office (Word, Excel, Access, Outlook) and online coordination platforms (TEAMS, ZOOM). * * First consideration will be given to those applicants that apply within the first 14 days First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least four years must have been in a professional capacity and (C) of which at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major In civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in environmental engineering, civil engineering. civil engineering technology, sanitary engineering. mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
