　　MassDEP's Wetlands Program, within the Bureau of Water Resources, is seeking an environmental and communication professional to join our team. The Wetlands Program administers the Wetlands Protection Act regulations (310 CMR 10.00) and Water Quality Certification (314 CMR 9.00) regulations. As our new Environmental Analyst V (EAV, you will have four main areas of responsibility:

　　• Coordinate education, technical assistance/training, and multimedia outreach for the Wetlands Program's target internal and external audiences to support programmatic priorities. This role supports clear and effective communication of often technically/regulatorily complex subject matter, facilitates collaboration with external partner organizations, and promotes statewide consistency in program implementation. This includes preparing and disseminating written multimedia outreach materials, developing trainings, coordinating the regional Circuit Riders, managing the Program's website, and coordinating Program participation in relevant conferences.

　　• Serve as the Commissioner's designee on State Reclamation and Mosquito Control Board (SRB) to represent the Department on inter-agency mosquito control issues. Coordinate with MassDEP Programs and Regions, and outside agencies, such as the Department of Agricultural Resources and Department of Public Health, to implement MassDEP responsibilities associated with aerial spraying operations, as needed.

　　• Support Program grant processes, including assisting with proposal preparation and grant administration.

　　• Serve as intern coordinator for the Wetlands and Waterways Division.

　　This position is based in MassDEP's Boston Office; however, a hybrid schedule may be offered. Field work and in-person meetings are expected.

　　Your essential job duties will include (these are not all-inclusive):

　　The Environmental Analyst will receive supervision from the Wetlands Program Chief.

　　1. Responsible for development, production, and dissemination of multimedia educational and outreach information pertaining to all aspects of the Wetlands Program. This includes written materials (e.g., reports, guidance documents, newsletters), presentations, video shorts, story maps, etc.

　　• Disseminates information to conservation commissions, other municipal, state, and federal agencies, project proponents, consultants, non-profits, and the general public.

　　• Prepares newsletters for wetlands stakeholders that are creative and informative to update readers on recent initiatives, relevant case/project decisions, and other timely topics.

　　• Coordinates the Program's participation in local, regional, and statewide environmental conferences and meetings.

　　• Responds to public inquiries or redirects to the appropriate DEP staff.

　　2. Coordinates the Wetlands Circuit Rider Program with MassDEP regional offices.

　　• Convenes and coordinates with Circuit Riders to implement priorities such as trainings / workshops, updates to permitting forms and online platform, and interpretation of Program policies, regulations, and statutes for consistency.

　　• Produces Circuit Rider Annual Report.

　　3. Plans, coordinates, and/or delivers training programs and regulatory/technical assistance for external and internal audiences.

　　4. Represents MassDEP on State Reclamation and Mosquito Control Board

　　• Participates in SRMCB meetings and management activities and maintains communication between Department and other Board members and constituent groups.

　　• Participates on MassDEP internal mosquito team, including coordination assistance for aerial spraying operations, developing operational reports, etc.

　　• Develops and disseminates information to stakeholders including cities, towns, regional planning agencies, conservation districts, non-profits, and agencies.

　　5. Oversees Division intern program in coordination with Diversity Office and in consultation with Division staff. Assists in developing intern job duties, participates in hiring, and prepares seasonal report.

　　6. Assists with management of Program's state and federal grant processes, including development of applications / proposals, timely preparation of required status/progress reports; and procuring supplies and equipment in support of grant implementation.

　　7. Other duties, as assigned, to support programmatic/operational/administrative priorities.

　　The successful applicant will have:

　　1. At least two years demonstrated experience in developing creative, effective, and professional multimedia materials, such as video production, graphics development, presentations, story maps, and interactive media.

　　2. Demonstrated experience in developing and effectively delivering relevant environmental educational, training, and outreach services, in a variety of formats, to a range of audiences (e.g., stakeholders, peers, the public) on technical and general topics in a variety of venues (e.g., conferences, workshops). Direct wetlands experience preferred.

　　3. Knowledge of policy, regulations, and case implementation related to wetlands, river, and coastal processes is required. Preferred qualifications include direct experience with Massachusetts Wetlands Protection Act (MGL C. 131, sec 40) and associated WPA Regulations (310 CMR 10.00), Federal and Massachusetts Clean Waters Act (MGL C. 21, sec 27), and 401 Water Quality Certification Regulations (314 CMR 9.00) including dredge and fill.

　　4. Excellent technical/creative writing and communication skills to concisely, clearly, and persuasively convey technical and general information.

　　5. Demonstrated proficiency in a variety of multimedia software applications such as Office 365 Suite, Adobe (Creative Cloud, Photoshop, Premier Pro), Canva, VLC Media Player, or other.

　　6. Knowledgeable of social media platforms including creation of compelling posts and tracking analytics.

　　7. Knowledge of the principles, practices, and tools of project management.

　　8. Ability to exercise tactful negotiation and excellent problem-solving skills to resolve conflict among a broad range of constituents with competing interests.

　　Based on assignment, a valid driver's license may be required.

　　Qualifications

　　MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

　　Substitutions:

　　I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

　　II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.

　　III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.

　　Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.

　　NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
