Description of Job
About the Position
This position is in CDOT’s Region 5, Alamosa – Materials Lab. This position will operate with greater independence and, as an EPST I, perform the following under the guidance of a Professional Engineer: The position prepares engineering plans, specifications, quantities and cost estimates for preconstruction phase of roadway projects; assures quality and consistency of project design plans and procedures by applying good technical judgment and a wide variety of design and construction manuals, spreadsheets, forms, design aids, computer software, and Department procedures; produces cost estimates of highway projects, and check all stages of highway construction plans for assurances and compliances with required federal and state policies and standards.
Your duties and responsibilities will include, but are not limited to, the following:
Processes materials samples delivered from the CDOT projects and the Regions and performs tests listed in the CDOT Field Materials Manual in accordance with the applicable American Society for Testing and Materials (ASTM), American Association of State Highway and Transportation Officials (AASHTO) and Colorado Procedures.
Uses computer programs such as MicroStation and lnRoads to complete highway design drawings for smaller and/or less complex projects, ensuring that they meet CDOT and AASHTO design criteria, including design horizontal and vertical alignments that are both economical and efficient in achieving the improvement goals of the project;
Drafts construction plan sets including: notes, details, tabulations, plan and profile, and cross section sheets. Incorporate plan sheets from other sources into the plan package;
Performs material tests and determine if the materials are valid to incorporate into the project;
Collects all the applicable material certifications and needs to meet the project specifications;
Applies CDOT M&S standards and project details, as well as standard special provisions, to be included in the construction project plan set and compiles project special provisions requested by Specialty Units;
Performs general maintenance on testing equipment, including cleaning, lubrication and repair as needed. Installation of new equipment.
Creates basic design elements and performs preliminary calculations required to draw various design solutions, which are then presented to the Professional Engineer for review;
Prepares for and help facilitate pre-construction meetings
Communicates with Right of Way, Survey, Environmental, Materials, Bridge, Geotechnical, Traffic, Maintenance, and other Specialty Units to provide information such as scope, schedule, budget, and milestones which are necessary for these groups to determine the project requirements and recommendations pertaining to their specialties;
Obtains information such as Materials Recommendation, TSMO (Transportation Systems Management and Operations), Utilities, ROW/Survey, Limits of Disturbance, and Environmental needed to complete roadway design ensuring the concerns of Specialty Units and outside agencies are addressed;
Uses earthwork and spreadsheet computer software to calculate and tabulate quantities of materials required to complete construction of projects under the direction of the Engineer;;
Utilizes AASHTOWare - Transport, which is the official records holder of the Engineer's Estimate;
Assists the Project Manager in creating a project file and input project information, bid items and quantities into the bid management system.
Uses AASHTOWare program to produce Preliminary Engineer's Estimate, Proposal Schedule and Notice to Bidders for road and bridge construction projects;
Assists the Project Manager as needed in maintaining appropriate project management documentation as required including a communication plan, risk analysis, and project estimate in ProjectWise;
Identifies which specialty units need to update project documentation related to their work on a project, and request updates as needed;
Conducts field inspections during design to improve understanding of the project sites and help create the best design possible;
Assists the Project Manager/Professional Engineer with administering contracts and monitoring consultant's management of preconstruction projects;
Prepares field survey for the design phase of construction;
Assists with directing consultants regarding interpretation procedures, scope, techniques, and intent;
Other duties as assigned.
Work Environment:
Typical work schedule is Monday through Friday daytime hours.
Daytime travel during business hours to project sites, meetings and trainings.
Occasional overnight travel to attend meetings and trainings around the state.
Will be required to drive CDOT vehicles.

A high school diploma or GED:
AND at least four (4) years of full-time work experience in construction, design, or engineering AND assisting with plans and specifications.
OR
Completion of business administration, business or project management, construction management, drafting, engineering, engineering technology, or related coursework from an accredited, non-correspondence college or university may be substituted on a year-for-year basis for the required experience.
