  Summary The Office of the Chief Economist (OCE) is responsible for advising the Under Secretary and the Chief Policy Officer and Director for International Affairs on the economic implications of policies and programs affecting the U.S. IP system. The OCE initiates and oversees groundbreaking research, analysis, and strategies on the performance, processes, incentives, and other means that promote, expand, and sustain U.S. economic growth and innovation. Responsibilities The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy. You will enjoy working with USPTO business units to guide the economic insight in their internal analyses, processes, and efficiencies. You are ready to perform Evaluation Officer functions in accordance with the 2019 Evidence Act, including the development of new Learning Agendas for the USPTO. You will be committed to providing counsel on economic proposals or policy initiatives advocated by other agencies in the Executive Branch, as necessary or requested. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. OPM Qualifications Standards are available here: Economist Series 0110 Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience for this position includes: Experience with data and models specific to USPTO patent processes, including patent examination. Experience developing approaches to and managing teams for patent landscaping. Experience locating, obtaining, cleaning, and integrating large amounts of information into a database for analysis using signature statistical packages (e.g. STATA, R, Python, etc.). Experience utilizing advanced methods and statistical models for causal and/or predictive analyses using regressions, including using instrumental variables methods for identification, analyzing data from randomized control trials, and implementing machine learning methods applied to a variety of data structures (e.g. cross sectional, time series, and panel data). AND Candidates must also meet the education requirement as described in the "Education" section of this vacancy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education The following educations must be met: Economist, 0110 Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify. This is a Bargaining Unit position and represented by The Patent Office Professional Association (POPA). This is a Public Trust position and has a risk level designation of "High Risk."
