WWC Federal is seeking an experienced Financial Manager to support the Department of Defense OUSD Director for Defense Intelligence (Intelligence & Security Programs and Resources (DDI, ISPR) in Arlington, VA.
Duties and responsibilities include but are not limited to:
Review MIP component Program Objective Memoranda / Budget Estimate Submissions, analyze and evaluate specific program, budget, and technical requirements data and ensure appropriate issues are identified and recommendations are made.
Prepare Program and Budget Review issue papers, review Deputy Secretary of Defense (DEPSECDEF) Resource Management Decisions, Director of National Intelligence Decision Documents, and DOD/DNI Decision Documents for impact to the MIP programs.
Support, and as required, facilitate execution reviews, summarize status and make recommendations to leadership concerning realignments or reprioritization of MIP funds.
Assist the government with the implementation of apportionment restrictions as well as standard and specific programmatic reductions levied by the Office of Management and Budget (OMB), Congress, OUSD (Comptroller), or OUSD(I&S)
Work Environment:
Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
Ability to sit at a computer terminal for an extended period of time.
Ability to work in confined areas.
Physical Demands:
While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
Employee is often required to sit and use their hands and fingers to operate a computer.
Travel:

Requirements
Basic Qualifications
Bachelor’s degree //OR// 4 years relevant experience in lieu of degree.
Current, active TS security clearance.
Must have the ability to obtain and maintain SCI eligibility.
5 years of professional experience of which a minimum of 2 years must be specialized in financial analysis of government or commercial programs.
Experience working in Planning, Programming, Budgeting and Execution (PPBE) phases of the DOD budget is required.
Experience in Military Intelligence Program (MIP), DOD component Program Objective Memoranda (POM) submissions, issue Team process, reclaims, and appeals.
Knowledge of the Congressional budget process, Federally Funded Research and Development Centers (FFRDC), and experience working with OSD, DOD, and OMB policies, directives, and regulations and an understanding of the National Intelligence Program (NIP).
Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
Demonstrated ability to communicate with personnel at various ranking levels.
Outstanding communication skills, influencing abilities, and client focus.
Professional proficiency in English is required.

Preferred Qualifications
Current, active TS/SCI security clearance.
Bachelor's Degree in Finance, Business, Accounting or related field.
CDFM or accounting certifications such as CPA, CFM, CFA, etc.
