Description
Under supervision, this position will support the HIV/ AIDS Program and other professional staff in providing community health education services, assistance with benefits applications, and/or provide referrals to other resources to those affected or infected by HIV/AIDS.
DISTINGUISHING CHARACTERISTICS
Health Education Assistant I differ from Health Education Assistant II in that the former is the entry-level class in the Health Education series.

Educational/Bilingual Incentive - Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.
Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

APPROXIMATE SALARIES
Health Education Assistant I: $19.47 - $27.23 per hour
Health Education Assistant II: $22.21 - $31.19 per hour

Health Education Assistant I and II are represented by the Service Employees International Union (SEIU) and are eligible for overtime compensation.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) regular full-time vacancy.
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties
Duties may include but are not limited to the following:
Ensures clients adhere to treatment and monitoring protocols by maintaining regular contact to evaluate communicable disease status, treatment progress, access to preventive care and provide education and support;
Conducts disease investigations with clients and other community members at risk while maintaining professionalism and compliance with HIPAA. Interviews may be conducted in a variety of settings, including, but not limited to, over the phone, in homes, motels, outdoor settings, and clinics;
Assesses the health needs of clients and makes recommendations regarding communicable disease treatment programs and immunizations, coordinates educational and medical resources as appropriate;
Interviews clients to obtain financial, employment, and personal demographic information, and processing applications to establish eligibility for services and benefits;
Engages with various diverse population groups and organizations to provide outreach, establish trust and rapport, organize educational activities on communicable disease symptoms, transmission, testing, treatment, public health laws and available community resources;
Participates in collaborative efforts aimed at communicable disease prevention;
Assists in conducting and providing input on community surveys for health education and health policy programs;
Provides journalistic assistance as needed in development of printed material and carries out pre-testing protocol for evaluation of proposed printed material;
Helps in the orientation, training, and supervision of health aids;
Conducts individual and group discussions to obtain community reaction to health education programs; and
Performs other duties as assigned.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCE:
Health Education Assistant I: Two (2) years of experience as a Community Health Worker or Program Aide in community health or related services
Health Education Assistant II: Possession of a bachelor’s degree with a major in health education, sociology, home economics, biological science, psychology, education, or a related field
OR
one (1) year of experience equivalent to a Health Education Assistant I.
NECESSARY SPECIAL REQUIREMENTS:
Must be bilingual (English/Spanish)
Must be willing and able to work some evenings, weekends, and holidays;
Must possess and maintain a valid California driver license;
Must be willing and able to work with HIV/AIDS infected patients/clients;
Experience with interviewing customers/clients and determining eligibility for benefits and/or assistance
DESIRED:
Experience working in Ventura County Medical Center, Human Services Agency or Public Health Department
Experience conducting health screenings
Experience using Microsoft Office Suite (Outlook, Word, Excel, SharePoint, OneDrive, Teams)
