Job Description

The Division of Transportation Planning Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Engineering and Planning Unit (TEP) is responsible for conducting, reviewing, and approving transportation engineering and planning studies, analyses and methodologies including transportation planning assumptions for Environmental Impacts Statements, Traffic Transportation Studies, and Projects. These relate to every aspect of traffic operations and planning from curb-cuts to area-wide studies.

TEP seeks an experienced, ambitious, and motivated candidate to work with a multi-disciplinary team on designing and implementing complex transportation planning, safety, and engineering projects.

As Director of the Office of Project Analysis (OPA), the candidate will manage a staff of seven, and be responsible for conducting operational and safety analyses for transportation studies and capital reconstruction projects, including preparing the associated scopes-of-work and cost proposals for such analyses. The candidate will develop and manage Street Improvement Projects (SIPs) through detailed planning and analysis work, including presenting SIP proposals to senior DOT staff, community boards, elected officials and other stakeholders, as well as coordinate SIP implementation with other DOT divisions/units. The candidate will also serve as TEP’s coordinator for SIPs managed by other sub-units within TEP. Additionally, the candidate will develop, coordinate, review and approve traffic analyses for SIPs and capital projects prepared by other TPM divisions/units, including but not limited to: 1) Transit Development (for the enhancement, design and implementation of bus lanes), 2) the Office of Livable Streets (for the design and implementation of bike lanes, plaza program and open streets), and 3) Research Implementation and Safety (for safety improvements related to Vision Zero corridors/intersections). The candidate will also be responsible for supervising and providing expert technical guidance for staff reviewing and assessing plans for pavement markings, signs and signals; conducting field investigations, data collection and analyses; and ensuring DOT’s goals of improving mobility and safety for all street users (i.e., pedestrians, cyclists, transit users, and motorists) are realized. The candidate will also be responsible for providing expert guidance for traffic and pedestrian analysis agency-wide, including maintaining and updating DOT’s traffic analysis calibration guidelines, incorporating research to establish up-to-date technical guidance, and training agency staff in the proper use and calibration of traffic modeling tools for both intersection and arterial analysis, as well as pedestrian elements including crosswalks, sidewalks, and corners. The candidate will coordinate and attend meetings with private entities (applicants, consultants, etc.) as well as city, state and federal agencies. The candidate will also organize and prepare written reports and graphic materials for presentations, participate in technical and advisory committee meetings, and interact with other agency representatives on departmental studies and projects.

Preferred Skills

Proficiency in HCS, Synchro/SimTraffic; AutoCAD, AutoTurn, knowledge of traffic simulation models (i.e., VISSIM, AIMSUN, etc.); as well as knowledge of engineering principles, traffic engineering, and traffic environmental impact studies. Knowledge of Highway Capacity Manual (HCM), MUTCD, AASHTO, the CEQR Technical Manual, and the NYSDOT Project Development Manual, Highway Design Manual, and Environmental Manual. Experience in CEQR, SEQR, and NEPA processes required. Excellent writing and oral presentation skills preferred. Valid NYS Driver's License required.

Qualifications

A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or

Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial

experience.
