Doctors Without Borders/Médecins Sans Frontières (MSF) is an international humanitarian organization providing medical care to people affected by conflict, epidemics, disasters, or exclusion from health care in over 70 countries. We were formed in France in 1971 as an association by a group of doctors and journalists to go to emergency situations and to treat patients with dignity while bearing witness independently of geopolitical boundaries. MSF is now a global movement of more than 25 MSF organizations, working in over 70 countries. We cooperate as an international, independent, medical humanitarian association that offers medical assistance to populations in distress, victims of natural or manmade disasters, and civilian victims of armed conflict, without discrimination and irrespective of race, religion, age, gender/sex, national or ethnic origin, color, disability, sexual orientation, genetic information, or political affiliation and provides assistance to the population in distress and intervenes worldwide. About the Department
The Systems Department in the U.S. office of Doctors Without Borders/ Médecins Sans Frontières (MSF) is comprised of four technology teams: Digital Internal Operations, Product & Innovation, Infrastructure, and Helpdesk., Together they provide the vital products and services so that MSF-USA can achieve its ambitious new Strategic Plan (2022-2025).
About the Project
At MSF-USA we are looking to transition to a cloud-native infrastructure that supports operations across the organization.
This role leads the Infrastructure and Operations team, currently composed of a team of Network Engineers, and a new Security Engineer. This role will focus on transitioning this team to a new strategy that is focused on our cloud operations model and leverages a managed services provider to support some of our routine technology operations.
This person will report to the Director of the Systems Department and play a leadership role in our infrastructure as well as collaborating with our risk team on security and compliance priorities. You will collaborate with a few other teams within MSF-USA.
The Product and Innovation team which is an engineering team that builds new products for MSF, such as MSF’s Science Portal (https://scienceportal.msf.org).
Supporting any infrastructure needs for our development department which raises more than 30% of all of MSF’s funds’.
Working closely with the Information Security and Data Protection focal points on advancing MSF-USA's cyber security posture.
Support our Helpdesk team on any emerging areas for infrastructure.
Working with Shared IT Service (SITS) team in Europe as needed.
That may include working in tandem with the engineers within the US or internationally to decide and implement novel engineering projects in alignment with MSF’s overall organizational strategy and delivers on MSF’s mission.
Success in this role will require someone who can:
Set a three-year vision and implement a strategy for technology infrastructure that meets our goals of being a scalable cloud-native organization
Collaborate with an engineering team on infrastructure needs
Understand how to advance cyber security, information security and data protection through infrastructure, policies and procedures.
ROLES SPECIFIC ACCOUNTABILITIES
In the first 100 days
Work with the team to identify a cloud native strategy and create a roadmap for our migration to the cloud (Azure).
Establish working relationships with key stakeholders in the Risk Management team and the fundraising team.
In 6 months
Work on remediating MSF-USA's cyber security risk register
Connect with relevant stakeholders internally and externally to assess any new projects.
Move some ongoing services/operations to managed services or shared services
Coordinate and run the Change Advisory Board
In one year
Provide updates to the Management Team and Board of Directors on key topics such as cyber security, technology operations, network and infrastructure refresh/redesign, and investment in new projects (when needed).
Work with key stakeholders across MSF on international strategies and projects.
Meaningfully contribute to a wide number of organizational discussions around (but not limited to) - digital transformation, innovation, automation, cyber security, and threat intelligence.
Lead discussion with the Innovation team to bridge technical gaps.
Responsibilities
Generating a roadmap for infrastructure projects and generally inculcating a culture of progressive engineering practices
Communicating with non-technical, cross-departmental stakeholders to translate business requests into engineering requirements and gain agreement on deliverables.
Managerial responsibilities such as proposing, tracking, and providing updates on projects. This includes roadmaps, status reports, and handling of budgets (approximately $2 million).
Drive release schedules and milestones on projects, including securing upfront agreement on business requirements and scope.
DESIRED QUALIFICATIONS & EXPERIENCE
Required
5+ years of experience managing technical teams
Experience with cloud best practices and technologies
Experience working with engineering teams
Azure or equivalent cloud computing experience (e.g. AWS, GCP)
Strong communication skills with both technical and non-technical stakeholders
Strong organizational and managerial skills
Comfort working in a collaborative, associative, and democratized team structure
Passion and commitment for the mission and values of MSF
A commitment to Diversity, Equity, and Inclusion
Preferred
Experience at large organizations and/or NGOs
Experience working with a managed and/or shared service teams
Experience with NIST CSF or any other cyber security framework.
