Minimum Qualifications Appointment Process and Minimum Qualifications:Deputy Commissioner is an Exempt Class position within the NYS Civil Service Merit System. Section 41(1) of the Civil Service Law provides that the Exempt Class shall include "all other offices or positions for which the Civil Service Commission has determined it is not practicable to fill by competitive or non-competitive examination." These positions are not tenure-bearing. Approval for appointment to this position will go through the Budget Director Approval (BDA) process, including a fingerprint background check. Minimum Qualifications: Bachelor’s degree and nine years of experience in food or agricultural policy development, implementation, or management and/or executive-level regulatory experience pertaining to food or agriculture. Four years of specialized experience or an associate degree and two years of specialized experience may substitute for a bachelor’s degree; a J.D. or master’s degree may substitute for one year of specialized experience; a Ph.D. may substitute for two years of specialized experience.Special consideration will be given to candidates who possess the following skills:• Significant experience performing food and agriculture policy analysis. • Ability to communicate the value of public health to Executive staff.• Leadership in major policy development and successful implementation.• Ability to work with broad and diverse constituent groups.• Decisive and ethically sound approaches to complex challenges.• Evidence of excellent communication and networking skills, and positive professional relationships with staff and internal and external stakeholders.• Strong analytical and problem-solving abilities.
Duties Description The New York State Department of Agriculture and Markets (AGM) is seeking a Deputy Commissioner to work within our Executive Office in Albany, New York. This position will work under the direction of the First Deputy Commissioner and will play a vital role in aiding the Commissioner of Agriculture and Markets by formulating and executing departmental policies and managing the functions of several divisions. This Deputy holds direct supervision over several divisions such as Food Safety & Inspection, Milk Control & Dairy Services, and the Food Laboratory, ensuring regulatory compliance and the enforcement of state and federal legislation relevant to the industry. Their responsibilities extend to overseeing a considerable number of field and professional staff, directing policy and program reforms, and maintaining rigorous controls.The Deputy Commissioner also acts as a crucial connector with key stakeholders, including agribusiness representatives, government officials, academic personnel, and the public, while also embodying the Department in various forums. Tasked with analyzing legislative initiatives and industry trends, the Deputy prepares reports and briefings for the Commissioner and the Governor’s Office, addressing the Department's activities and agricultural matters that have broader implications. Additionally, this role encompasses supporting the First Deputy Commissioner with strategic projects, inspections, and legislative matters, ensuring the Department's objectives align with changing market dynamics and regulations.The position is located at the Department of Agriculture and Markets’ headquarters conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. This is a management/confidential (MC) position in the exempt jurisdictional class that offers a competitive salary range of $147,758 to $185,851. year with excellent benefits.
