We are currently seeking a Data Analytics Team Lead to join one of our Department of State programs. The candidate would support the Bureau of Population, Refugees, and Migration (PRM) Refugee Processing Center (RPC) in Rosslyn, VA. The ideal candidate must be well-versed in ETL services and adept at gathering business requirements from diverse stakeholders, assessing the pros/cons of ETL tools, and conducting dynamic hands-on evaluation of ETL solutions.
Responsibilities:
Supervise day-to-day tasking and performance of a team of about five Data Analysts, maintain a deep understanding of the business operations to effectively interpret and translate requirements into actionable tasks.
Liaise with the START Scrum Team to assess and inform upcoming build features
Coordinate updates to data lake and CDM to accommodate upcoming changes.
Demonstrate strong business acumen with the ability to comprehend the significance and context of various requirements.
Foster effective communication between technical and non-technical stakeholders to bridge the gap between knowledge and understanding.
Identify, assess, and implement cloud-based reporting tools that will support the U.S. Refugee Admissions Program (USRAP) to: produce reports that inform data-driven policy-making, facilitate efficient refugee case processing support the dozens of government and non-government partners that work together to implement the USRAP enable forensics/auditing what users do in the system and what is being received/enacted due to transactions through the interfaces.
Methodically assess the current suite of reporting tools used by the RPC (AWS Cloud, Tableau) – paying attention to user feedback, performance and optimization issues and needs, and USRAP program objectives – to identify and clearly articulate gaps and opportunities in this approach and the chosen tools.
Proactively work across RPC teams and USRAP partners to generate a definitive list of data analytics and reporting tool requirements, demonstrating appreciation for the requirements of technical and non-technical stakeholders alike.
Carefully and accurately document how tools are configured and implemented.
Develop and conduct training for junior staff to learn, use, and maintain tools.
Evaluate and assess the impact of reports on key business metrics, providing valuable insights for strategic decision-making.
Analyze structural requirements for new software and applications.
Monitor data and reporting requirements to identify changes in business needs and trends.
Keep current on USRAP policy and program developments to proactively recommend and implement improvements that will ensure the RPC is adapting appropriately to meet emerging/changing data and reporting needs and demands.

Required Skills and Qualifications
8-12 years of experience with engineering enterprise applications as a Data Architect, Data Scientist, Data Analyst, or similar role
In-depth understanding of database structure principles
Strong understanding of data and analytics solution architecture, including experience with Big Data, Relational databases, streaming and batch data processing
Strong knowledge of computer science fundamentals: object-oriented design and programming, data structures, algorithms, databases (SQL and relational design), and networking
Experience in architecting and designing of enterprise applications including publishing of design artifacts, process flows, and pseudocode
Experience working with clients and stakeholders to analyze current business needs and define system requirements
Familiarity with predictive analysis and data visualization techniques using relevant tools (e.g., Tableau, D3.js and R.)
Knowledge of data mining and segmentation techniques
Hands-on experience with MS-SQL and proficiency in MS Excel
Proven analytical skills with a problem-solving attitude
Demonstrated ability to manage time and prioritize projects to meet deadlines
Strong written and verbal communication skills to effectively relate data to coworkers
Excellent critical thinking skills to help solve business problems and make decisions
Strong desire to understand the business requirements of the USRAP
Proven ability to engage technical and non-technical teams to develop cloud-based reporting solutions
Desired Skills and Qualifications
Experience working with ServiceNow and available analytics features
Experience with AWS S3 buckets and lambda functions for data storage, management, and analysis
Experience with APIs/performance constraints
Experience with Python and/or PowerShell scripts
Clearance Requirements
Must be a U.S. Citizen with the ability to obtain and maintain a Secret clearance
